1.6. 31ST SESSION OF THE UN COMMITTEE ON THE PEACEFUL USES OF OUTER SPACE (COPUOS): COSPAR STATEMENT”’

New York, 13-24 June 1988 Our Committee is most gratified by the cooperation that has developed between the Outer Space Affairs Division of the UN Secretariat and COSPAR. Indications of this continuing cooperation are contained in the following summary of COSPAR activities of interest to COPUOS. In response to a request from the UN, COSPAR and IAF submitted the report of a joint study on approaches to providing assistance to developing countries in space technology as well as a preliminary report on space debris-the final report on which will be completed by November 1988. At the request of the UN, our Committee provided an expert from France to present a lecture at the UNLESA Training Course on Remote Sensing and Agrometeorological Data for Drought Assessment and Vegetation Monitoring, Nairobi, Kenya, 6-22 April 1988. COSPAR, at the request of the UN, will contribute to the organization of a Symposium on Space Technology as an Instrument for Combatting Environmental Problems, particularly those of Developing Countries and make a special presentation on progress in the International Geosphere-Biosphere Programme (Global Change), at the next meeting of the Scientific and Technical Sub-Committee. Our Committee is actively involved in the planning for the proposed International Space Year to begin in 1992. At its Plenary meeting in Toulouse, France, in July 1986, COSPAR expressed its willingness to the International Council of Scientific Unions (ICSU) to develop the scientific component of the ISY. Since then, a committee has been working to prepare for COSPAR’s participation in the ISY. In addition, COSPAR has representatives on the ICSU Coordinating Committee for the Planning of the ISY, the final report of which was to be presented to the ICSU General Assembly in Beijing in September 1988. COSPAR’s XXVII Plenary Meeting will be held in Espoo, Finland, 18-29 July 1988, under the high patronage of the President of the Republic of Finland. The programme includes a Workshop on Atmospheric Research and Infrastructure Needed in Developing Countries, co-sponsored by the UN and for which it is supporting several participants from developing countries. The primary objectives of this Workshop are: To highlight the current status of our knowledge in the field of atmospheric science and to identify the gaps and controversies therein; To develop the close connection between atmospheric science and applied areas, such as remote sensing, meteorology, climatology, environment, pollution, and radio communication; @)Extract from a statement by Dr G. Ohring (Chairman, COSPAR Commission A).

To present examples of research problems relevant to developing countries that can be effectively studied within their national constraints, and to identify the infrastructure required to carry out such studies; To identify topics and problems relevant to the International GeosphereBiosphere Programme that can be studied in developing countries.
