U P M - K y m m e n e , Kuusank o s k i and F a x e P a p e r Pigments, a member of JM Ituber Corp, have signed a contract to expand precipitated c a l c i u m c a r b o n a t e (PCC) production at Faxe Paper Pigments' PCC plant in Kuusankoski, Finland. Work on the expanded plant will start immediately and should be finalised mid1999.

COLOMBIAN POWER PLANT GETS GO-AHEAD Houston-based Adair International Oil & Gas Inc and Wartsila NSD Latin America have signed a memorandum of understanding to design, finance, construct, operate and m a i n t a i n the A r j o n a power plant in Colombia. The plant will have a minimum capacity of 20 MW with future potential expansion to 50 MW. Adair will be responsible for supplying the natural gas to the plant from its Chimichagua concession, with an off take contract and will also own 40 per cent of the plant. Wartsila will own 60 per cent of the power plant and plans to design, obtain financing, construct, maintain and operate the facility. The total project is expected to exceed US$20 million.

Plans are also under discussion for Adair and Wartsila, a Finnish company with net sales of FM 12 billion, to jointly participate in other areas of North and South America.

NEW SUCCESS FOR ALSTOM'S CFB TECHNOLOGY Alstom, in partnership with Teknotes, has won an order worth US$380 million to supply Teas, the Turkish national power utility, with a lignite-fired power plant. The power plant, which will use Alstom circulating fluidised bed (CFB) boiler technology, will be built at Can in the province of Canakkale, Turkey. The 2 x 160 MW power plant will be delivered on a turnkey basis with Alstom acting as the main contractor. Alstom will manufacture all the major components, which, in addition to the boilers, include the steam turbines, generators, control and electrical distribution systems. Teknotes will be responsible for the civil works. The contract is expected to become effective within the next few months, when financing agreements will also be complete. This latest order represents another success for Alstom's CFB technology and follows one for the supply of 2 x 250 MW CFB boilers to Choctaw Generation for the Red Hills power project in the USA. Alstom also gained valuable experience from the successful commissioning of a 250 MW CFB boiler at the Provence power station at Gardanne in Southern France.

500 MW ELECTRICITY PLANT FOR PHILADELPHIA Columbia Electric Corp of H e r n d o n , V i r g i n i a , and W e s t c o a s t P o w e r Inc of

Vancouver, British Columbia, are to d e v e l o p a 500 MW, natural gas-fired electric g e n e r a t i o n p l a n t i n Pennsylvania. Each of the sponsors will own a 50 per cent interest in the project. The proposed plant will be built on a 25 acre site near Philadelphia, and is expected to be completed by mid-2001. Called the Liberty Electric Power Plant, it will be built next to Peco Energy Co's Eddystone Generation Station in Delaware County. The Liberty plant is expected to cost about US$300 million to develop, and will consume about 80 m i l l i o n cubic feet per day of natural gas. The companies have selected an engineering consultant and are preparing to s o l i c i t bids for e n g i n e e r i n g , p r o c u r e m e n t and construction.

DUKE/FLUOR DANIEL CHOSEN FOR TRINIDAD POWER PLANT Duke/Fluor Daniel International Services, a partnership between Duke Energy and Fluor Daniel, has been a w a r d e d a c o n t r a c t by I n n C O G E N L i m i t e d , the wholly-owned Trinidadian subsidiary of York Research Corp, to provide construction services for a 225 MW, natural gas fired power plant in Trinidad and Tobago. The power plant will be designed to use three MS7111 (EA) gas turbines in simple cycle operation. Duke/Fluor Daniel International Services' contract value was not disclosed. The US$100 million power plant will be built near the Port of Point Lisas on the island of Trinidad and is expected to be fully operational by September 1999. Electricity from the power plant will be sold to Trinidad and Tobago Electric Commission. Construction at the site

started in October, with engineering and procurement already in process.

SITHE ENERGIES WINS MEXICAN POWER PROJECT C e m e x , the third largest cement manufacturer in the w o r l d , has s e l e c t e d Sithe Energies Inc, in a consortium with Alstom SA, to develop, finance, construct and operate a 230 MW electric power plant in central Mexico. The proposed power plant will cost approximately US$300 million and will be located near Tamuin in the state of San Luis Potosi, Mexico. The project will supply electric power under long-term contract to several cement plants owned by Cemex. The project will be the largest selfsupply energy project in Mexico. Sithe Energies will be responsible for the operation of the power plant, which will use circulating fluidised-bed technology to bum petroleum coke. Alstom will construct the plant on a turnkey basis. Construction is expected to start in approximately nine months and operation is set to start in February 2002.

VIDLER WATER GOES UNDERGROUND Vidler Water Company has reached an agreement with the S e m i t r o p i c Water Storage District to acquire 185 000 acre-feet of underground water storage and associated rights to recharge and recover water near the California Aqueduct, northwest of Bakersfield. The acquisition complements Vidler's water storage facility in Arizona.
