long time convinced me to say yes. The two astronauts met at breakfast and in the afternoon each gave a talk as part of the normal COSPAR session. After that I made the shortest wellprepared speech of my life. I gave each of them one of a pair of wooden shoes saying “These were cut from the same tree and were meant to be used together: During the bus ride of an excursion to Siena, a game of explaining COSPAR as an acronym started. I remember the best ones, one in business and one in science; Crowd Of Silly People Amending Resolutions, and: Collection Of Slides Projected at Random. The gratitude for this improvising power was formally expressed by an equally improvised farewell party, formally hosted by Mrs Masewitch (USSR) and Mrs Kallman-Bijl (USA). The government had decided the day before that it would be highly unwise-in view of the American intervention in the Dominican Republic -to have so many Yanks walk around on the campus of the University of Buenos Aires, where everything for the meeting had been put in order. The fact that the fourth revised edition of CIRA has just appeared (1989) suggests that it has served a good purpose. In this area, COSPAR has actually been preceded by, and ran for a while parallel to, another ICSU Committee, the Committee on Extraterrestrial Exploration (CETEX).

COSPAR AWARDS

Three COSPAR awards were established in 1982. These are: International Cooperation Medal, awarded to a scientist or group of scientists who/which has made distinguished contributions to space science and whose work has contributed significantly to the promotion of international scientific cooperation. The Award is open to scientists working in all fields covered by COSPAR. COSPAR Award, awarded to a scientist who has made an outstanding contribution to space science. The Award is open to scientists working in all fields covered by COSPAR. Nordberg Medal commemorates the work of the late W. Nordberg. The Nordberg Medal is awarded to a scientist who has made distinguished contributions to the application of space science in a field covered by COSPAR. The rules concerning nominations for these COSPAR awards are as follows: Nominations for COSPAR Medals/Award may be made by the Commission Chairmen or Bureau Members. These nominations will then be considered by an Awards Committee appointed by the Bureau, which will recommended the award of COSPAR Medals/Award for final approval by the COSPAR Bureau. No award will be made unless the Awards Committee is satisfied that there are nominations of sufficient merit. In 1989, two new joint awards were created namely: The Royal Society/COSPAR Massey Award The Indian Space Research OrganizationKOSPAR Vikram Sarabhai Medal 40

Rules for the Royal Society/COSPAR Massey Award

1. The Massey Award is awarded by the Royal Society and honours the memory of Sir Harrie Massey, FRS, past Physical Secretary of the Royal Society, and past Member of the COSPAR Bureau. The Award will be in the form of a gold Medal, suitably inscribed, and a prize of 500 guineas; it will be awarded normally every two years on the occasion of the Plenary Meeting of COSPAR. Should the interval between Plenary Meetings change, the Bureau of COSPAR will consult the Royal Society before modifying the frequency of the Award or the dates referred to in Articles 3 and 5. The Council of the Royal Society reserves the right to discontinue the Award. 2. The Massey Award is to recognize outstanding contributions to the development of space research, interpreted in the widest sense, in which a leadership role will be of particular importance. These are the only requirements and the Award is open to all candidates from any country without exception. 3. The names of candidates may be submitted by any Chairman of a COSPAR Commission or by any National or Union Delegate. These submissions must be received by the Executive Secretary of COSPAR before the end of September in the calendar year preceding that of the Plenary Meeting. 4. The name of each candidate must be accompanied by: (a) a general summary of the candidate’s career and space research activities; (b) a review of the candidates most significant contributions to space research; (c) an outline of the main reasons for the nomination. 5. As soon as possible after the deadline, copies of all documents referred to in Article 4 will be sent by the Executive Secretary to the Awards Committee of COSPAR. The Awards Committee is authorized to seek external advice as it considers appropriate, both on the merits of the candidates it has received or to seek additional proposals, before submitting its own recommendations to the COSPAR Bureau before the end of January in the year of the Plenary Meeting. 6. After considering the recommendations of the Awards Committee, the COSPAR Bureau will submit a short list of candidates to the Royal Society in order of preference, giving reasons for the order and stating the total number of candidates considered. 7. The Council of the Royal Society has full authority to select the candidate to whom the Award will be made from within the list, or to withhold the Award if, in its opinion, there is no candidate with the very high qualifications required. Vikram Sarabhai Medal

1. The Vikram Sarabhai Medal is awarded by the Indian Space Research Organization (ISRO) in the honour and memory of Dr Vikram Ambalal Sarabhai, who is considered as one of the greatest architects of modern India. 41

The Medal, to be struck in gold, is awarded normally every two years on the occasion of the Plenary Meeting of COSPAR. Should the interval between Plenary Meetings change, the Bureau of COSPAR will consult ISRO before modifying the frequency of the Award or the dates referred to in Articles 3 and 5. The Indian Space Research Organization reserves the right to discontinue the Award. 2. The Vikram Sarabhai Medal is awarded for outstanding contributions to space research in developing countries. The work to which the award refers must have been carried out mainly during the five-year period ending one year before the COSPAR Plenary Meeting at which the award is to be made. The Medal is open to all candidates from any country. 3. The names of candidates may be submitted by any member of the COSPAR Bureau, any Chairman or Vice Chairman of a COSPAR Commission or by any National or Union Delegate. The submissions must be received by the Executive Secretary of COSPAR before the end of September in the calendar year preceding that of the Plenary Meeting. 4. The name of each candidate must be accompanied by: (a) a general summary of the candidate’s career and space research activities, including references to the most important papers by him/ her, alone or jointly, during the five-year period referred to in Article 2; (b) a review of his/her most significant contributions to space research in developing countries; (c) an outline of the main reasons for the nomination. 5.
