A shell steam boiler comprises a furnace tube having an entrance which contains a gas burner and also receives the hot exhaust gases from a small gas turbine giving an output, on a power take off shaft from a power turbine, of 0.5 MW or less which drives an electrical power generator. Hot heating gases from the gas turbine and the burner pass down the furnace tube and then through a first group of pass tubes and then through a second group of pass tubes to an enclosure comprising a flue. A driven fan in the enclosure acts to draw the heating gases through the boiler and promotes a good flow of those gases.

During this time period, the steam produced by the heat recovery steam generator is dumped to the condenser. After warming the steam turbine, the compressed air is directed to the heat recovery steam generator for discharge to atmosphere. Once the heat recovery steam generator is capable of generating steam at

temperature sufficient and pressure for introduction into the steam turbine, a control valve in the bypass line is closed, thereby eliminating the warming air, and a control valve in the steam supply line from the heat recovery steam generator to the steam turbine is opened so that the steam turbine can be brought on line.
