IP laws throughout the world continue to lag behind current technical developments. Attempts to reconcile existing legal systems with cyberspace advances have failed but now legislators in the USA and WIPO have separately proposed new forms of legal protection for the contents of databases. There are many similarities but the US HR. 3531 would not exclude from protection databases produced by private firms and individuals just because their contents are obtained from a government entity.
