Fourth World Congress of the IHPBA Our first meeting of the new century will be held in the youngest of the countries which make up this international association. There is a feeling in the world community that the 21st century will be the century of the Asian Pacific region and it is therefore only fitting that the first meeting of our Association for this new century be held at the cross-roads of the Asian Pacific region, the beautiful city of Brisbane in Australia. We hope that the enthusiasm and youthful vigour of Brisbane and Australia will infect

The second strategy was to maintain the rule that was set in Bologna but also further extend it to say that all members of the IHPBA who are participating in symposia will not have their travel costs and accommodation costs covered by the Association or the local organising committee. It must be obvious to all members that the Association needs money to run its various activities and the world congress is the major revenue raising event for the Association. It is important that this principle be enshrined and we believe that the amount received from each registrant

The journal is pivotal in the activities of the IHPBA as it provides a ready medium for communication between members and members and Council and the various committees of the IHPBA. As with most publishing ventures, we have had our teething problems but hopefully these h ave been overcome. The journal is now being distributed to all of the members of the IHPBA free of charge as the costs of the journal and its distribution have been met from the subscriptions. The Council are very grateful to the editors and the editorial board for their hard work but, as we now head into the new century, it is time to re-evaluate the structure of the editorial and editorial board and our chief editor, Professor Robin Williamson, will be undertaking this task in the next few months.

international level but also within the large continental chapters. One view that is being discussed is the possibility of the formation of a federation of the continental chapters under the umbrella of the IHPBA so that all of these activities can be coordinated for the benefit of all concerned. I am attracted to the idea of a federation which might have a single subscription of membership and might identify members as being members of a continental chapter plus the IHPBA. We do not have the administrative structure to support such a complex arrangement but I hope that, with the generation of income from our various acti\'ities, it might be possible within the next twelve months. Such a change cannot occur until and unless the Constitution of the Association be changed and of course constitutional changes cannot occur until the bi-annual general assembly. Consequently the time line for any such change would need to be worked over in the next two years and be put to a vote at the Fifth World Congress of the IHPBA. The Frank Glenn scholarship is the premier award provided by the Association to facilitate international exchange of HPB specialists in order to obtain experience and contribute to units that are not in their own country. This year we will be making one award, as has been previously done. However, it would be important to the Association and it aims to increase the number of the scholarships as well as their monetary value. Specific educational activities of the Association provided to less affluent countries is an important aim of the IHPBA. Again, this is dependent on finances and we hope that the various activities of the Association will provide the resources that in due course the Association will be able to provide educational activities in countries where the resources do not allow for major events such as the world congress to occur.
