Report of the Twenty-Fourth Annual Meeting of the ITA S&o Paulo, Brazil, April 1998 The International Tunnelling Association held its 24th Annual Meeting in Sao Paul0 (Brazil) from April 26-30, in conjunction with the World Tunnel Congress ‘98 organised by the Brazilian Committee of Tunnelling. The meeting was attended by representatives, delegates, observers and working group members from 35 of the 45 Member Nations of the Association.

ITA PERIODICALS Tunnelling and Underground Space Technology journal is now in its thirteenth year of publication. Volume 12 featured 21 papers representing authors from 14 countries, and a special issue on immersed tunnels. Volume 13 will include a special feature section on fire and life safety. We have received a number of suggestions from Editorial Board members and National Correspondents. Tribune: Since last year, 4 issues of “Tribune” have been published. We have systematised the principal of focus on a country and have a focus on Japan, Switzerland and Brazil. The average circulation has been around 3.000 copies per issue.

ITA OPEN SESSION DURING THE CONGRESS The ITA Open Session was devoted to “The Contribution of Small-Sized Tunnels for the Development of Metropolises”. After the presentation of Ealyan Ray from UNCHS, specific examples were presented for the following metropolises: Johannesburg, Delhi, S&o Paulo, Tokyo and Paris. A more general report was presented by R. Bielecki, President of International Society for Trenchless Technology on the interest of this solution. The main points of the session noted by the speakers were: ?? the extremely important role played by the water management, as well as permanent energy provi-

ITA is pursuing active cooperation with the United Nations: Kalyan Ray (UNCHS) participated in the open session. In his keynote address, he highlighted the increasing importance of utilising underground space and tunnels in the future development of cities. In this context, he pointed out the great relevance of the activities of ITA through information, education and strategic studies. Addressing the financing challenge, he emphasised the urgent need for creating an enabling environment by governments for increased private sector participation in the creation and the operation of that infrastructure needed for economic development.

RELATIONS WlTH SISTER ORGANISATIONS ITA confirms excellent relations with its “sister organisations”, especially the World Road Association (PIARC) and the International Society for Trenchless Technology (ISTT). The joint Working Group IS’IT-ITA held ita first meeting and highlighted the following priority topics: ?? social costs, including the choice between the open cut and the trenchless solutions; ?? underground mapping; and ?? risk management for underground works.

Takano (Japan) Fifteen persons attended the meetings of the group, coming from twelve countries (Australia, Austria, Brazil, Canada, Denmark, USA, France, United Ringdom, Italy, Japan, Netherlands and Romania). The group worked mainly on the guideline for the design of shield tunnel reimbrced cone&e segmental lining. The large diversity in the detailed designpracticeaaroundthe world lead to a review or the guide to he realised before 1999.Thistermwillbethesamefoltherecommendationon settlements. The works on aseismic design oftunnels are going on. A first written contribution will be presented in 1999. Finally, the group decided to focus on the concept of safety factor within limit state design in tunnelling.

Maartens (South Af+ica) The Working Group tlnalised a position paper on dispute resolution, recommending for use either the model dispute review board proposed by the World Bank or the dispute adjudication board proposed by FIDIC. Tasks for the Working Group include the review of and making recommendations in respect of the new FIDIC Bed and Silver Books and the development of position papers on evaluation of tenders and TBM procurement. The Working Group report Fire and Life Safety in Underground Works has been final&d and approved by the Executive Council. The report on Subsurface Planning and Mapping is in its final phase, and an international synthesis is expected to be presented in 1999. The next major project is a study concerning the importance of early planning of accessways to underground facilities with regard also tc disabled persons and construction aspects with regard to purpose and dimension. In its initial phase is an investigation about underground water storage facilities, including those for flood control and landslides. WG 5: <> Animateur: D. La&l (US& ViceAnimnteur: M. Bandmann (Germany) The main topics in .this meeting were: ?? the drait of the paper “Safety training for Underground Project Personnel”, and ?? finding definitions for some terms in the glossary of the ITA, which were proposed by WG 5. Both projects were finished and the results will be delivered to the Executive Council at the latest in June 1998. WG 6: < Animateur: J. Richards (South AfZca); Vice Animateur: R. Machon (Germany) The Working Group has reached an advanced stage in the preparation of a report entitled “Study of Methods for Repair of Tunnel Linings”. These study views current practice and makes recommendations with respect to dealing with water flow in tunnels and general repair of linings. It is intended that this report will be completed in preparation for publication during 1999. A new subject for study by the Working Group will commence shortly. This study, on the Resistance of Tunnel Structures to Fire, will complement studies presently being carried out on 6re in road tunnels by the World Road Association (PIABC). WG 11: <&nmersed and Floating Tunnels> Animateur: A. Gursoy (United Stales); Vice-Animateur: J. Saveur (Netherlands) Following the Vienna meeting in 1997, the Working Group distributed more than 600 additional copies of the State of the Art Report of Immersed and Floating Tunnel through the help of publisher Elsevier Science Ltd. During the 24th ITA Annual Meeting in Sao Paulo, the Working Group focused on the preparation of a special report on “Immersed” and ‘Submerged Floating Tunnels” (SFl’), to be presented at the ITA Annual Meeting in Oslo in 1999 in commemoration of the 25th year anniversary of the ITA. The draft will be 6nalised by gathering the comments by the group members for earlier completion.

WG 18: > Animateur: J. Perez Cemzo Flares (Spain) The group produced its report on activity of the two last years. Anew study started on two topics: surface settlement and cost-benefit analysis. The group intends to produce a brochure to inform the public on the environmental benefits of underground works and to produce guidelines to help the industry to better communicate these benefits.

Long tunnels have to be considered as complex underground systems, including shafts or galleries for intermediate accesses, as well as connecting caverns in addition to the actual tunnels. The following specific issues related to the unusual length and depth will be addressed: investigation methods and geomechanical behaviour of rock masses under high stresses or water pressure; design concepts and layout for safety during construction and operation, including ventilation and cooling; selection of the excavation methods, including TBM application under difficult ground condition; environmental aspects.
