Because older persons, on average, have the highest use of health care resources, regions with high proportions of elderly residents would receive a greater allocation of resources. In the second phase, an additional adjustment for health status was introduced. The report points out several issues that would need to be resolved if Manitoba Health were to implement the methodology. @
