Book Review Information Age Information - A F r a m e w o r k for Learning in Organizations, Institutions and Culture, b y Max H. Boisot, 1995, hard-cover, Routledge, 550 pp., £26.99, ISBN 0 415 11490 X In this b o o k the author sets out to lay the foundations for a n e w political e c o n o m y of information. Information Space or I-Space is a conceptual framework within w h i c h organizations, institutions and cultures are being transformed by n e w information and communication technologies. The I-Space allows the reader to study h o w knowledge and information flow through the system and h o w they evolve as they do. Such flows describe a social learning process by means of w h i c h n e w knowledge and information can enter the system. Chapter 1 discusses the problems that economics have experienced in coming to terms with the information p h e n o m e n o n . Chapter 2 is about the production of information - - that is the way that data is processed to p r o d u c e information - - and also h o w this information is subsequently internalized to b e c o m e knowledge. Chapter 3 deals with the sharing of information, while Chapter 4 looks at the production and exchange of information as a dynamic process. In Chapter 5 the argument is advanced that institutions are themselves an o u t c o m e of information production and exchange processes and not merely devices for their governance. In Chapter 6 the author moves b e y o n d the analysis of individual institutions and develops the proposition that a political e c o n o m y of information is in fact coextensive for the t h e o r y of culture. Chapter 7 presents a case study of e c o n o m i c reforms in China and then uses the framework to interpret them. Chapter 8 - - the concluding chapter - - recapitulates the main features of the conceptual framework and maps out possible directions for its future development. The emphasis of the 1997 conference was on the dispute settlement mechanism of the WTO, since that feature of the organization has attracted p r e p o n d e r a n t attention in the legal community.The nine chapters of the b o o k comprise the main p a p e r s given at the conference by leading experts in the field.
