Abstract In the paper, a general analytical method for the probabilistic evaluation of power system transient stability is discussed and a new statistical inference approach for this evaluation is proposed. In particular, the transient stability probability (TSP) is defined and evaluated by taking into account the random nature of both the system loads and the fault clearing times (FCT). The paper is focused upon the aspect of statistical estimation of the TSP */a topic generally neglected in literature */on the basis of the obvious consideration that the parameters affecting the TSP (e.g. mean value and variance of loads, FCTs, etc.) are not known, but must be estimated. New properties of point and interval estimations of the TSP are derived and, in particular, an efficient ‘‘lower confidence bound’’ for the TSP estimation is proposed, based upon a suitable Beta probability distribution. In order to show the feasibility of the proposed approach, a numerical application to the Cigre test network is illustrated. Moreover, extensive Monte Carlo simulations to evaluate the estimator efficiency are performed. In the final part of the paper, also a practical example of possible application to the optimization of system design is illustrated. The application of the method is illustrated and performed by using the potential energy boundary surface method, but the estimation results hold their validity irrespective of the method adopted for the transient stability problem formulation and resolution. # 2003 Elsevier B.V. 1. Introduction The relevant transformation affecting the electric power systems environment stimulates the researchers to treat with more and more attention the classical analysis methodologies. In particular, the evolution from the actual power system operation to the deregulated environment involves more restrict stability margins [1 /3]; moreover, transmission lines are more difficult to be built nowadays, thus resulting in a need for transmission system operation with the highest possible levels of efficiency and near their maximum capacity. Transient stability is normally analyzed considering the effect on the system of large disturbances such as faults, loss of load, loss of generation, line switching, etc. [4 /6], and the application of probabilistic techniques for * Corresponding author. transient stability analysis was introduced in a series of papers by Billinton and Kuraganty, such as [7]. A complete account of the topic and of the analytical problems */still encountered nowadays*/challenging the researchers may be found in [4], while recent papers dealing with uncertainties in transient stability analysis are [8,9]. It is widely recognized that the stability probability is a fundamental index characterizing the dynamic behavior of the system and so its reliability, which is defined probabilistically [4], but often the assumptions about the assumed probability distributions (e.g. the abused Gaussian distribution) are not fully clarified or discussed. Moreover, the important practical aspect of the estimation of the relevant quantities, such as the transient stability probability (TSP) or other measures of ‘‘stability margin’’, is generally neglected, or dealt with approximate ‘‘sensitivity analyses’’ [4], probably because the numerical estimation of the various stability indexes requires to manage methodologies, which are not very familiar in the area of electric power systems. In the paper, an effort

is made in order to develop a TSP estimator which allows to obtain the required characteristics of robustness and with better performance with respect to the other ones proposed until now. The estimation problem is dealt with in the framework of the general methods for the TSP evaluation [5,6,10], whereas potential energy boundary surface (PEBS) method [11 /15] is employed for the determination of Vcr due to its inner feasibility. In fact, since this method avoids computing controlling u.e.p., it allows obtaining in a simple way the proposed estimation technique. It has to be highlighted that PEBS method could be not very adequate in some cases, but this does not affect the generality of the proposed estimation technique.

2. Probabilistic approach to transient stability assessment The need for the application of probabilistic techniques for transient stability is motivated by the random nature of: / / / /

steady-state operating conditions of the system; fault time of occurrence; fault type and location; fault clearing phenomenon.
In fact, the steady-state operating condition*/which heavily affects stability */strongly depends on the load, which is a random process. This is especially evident in planning studies, as the one considered in the present analysis. Also the time interval by which the fault is cleared (fault clearing time (FCT)) should be regarded as a random variable (rv) [7,9,16,17]. In two previous papers [16,17], some theoretical results from probability theory have been utilized in order to develop an analytical approach to transient stability evaluation of electrical power systems. In these papers, the stability of the system is described by means of the critical clearing time (CCT); the dependence of this parameter upon the load demand and then the instability probability, with respect to the system parameters, are analytically computed, so providing a quantitative tool for devising an adequate planning management. However, these and other papers only hinted at, or lacked, the basic argument of the probabilistic parameters’ estimation, which cannot be avoided in current planning and operation, and will be dealt with in this paper. In this section, the probabilistic tools for TSP evaluation are briefly introduced. At the planning stage, the system operating conditions must be necessarily forecasted: in particular, system loads cannot be exactly predicted and have to be properly considered as rvs. As a general method for the TSP evaluation, it is possible to introduce the following set of basic quantities:
Of course, the probability distributions of the rvs CCT and FCT depend on the occurred disturbance. The introduction of the probability of disturbance occurrence is useful to reduce the number of contingencies to be taken into account, since the most unlikely ones can be omitted thus limiting the computational burden [3,19]. Without losing generality, in the following, a single disturbance C is supposed to occur in the time interval under consideration. The model in (2) is formally equivalent to the expression of reliability (hence the symbol r, while R is adopted for its estimator) in a ‘‘stress /strength model’’ [20,21], where Tx is the stress acting on a system and Ty its strength, so that the system does not fail until Tx B/Ty. Stress /strength theory models and estimation properties will in fact be used in the sequel.
3. Critical clearing time evaluation The CCT depends on the electrical power system configuration and on the load values at the instant of fault occurrence, this functional link has to be taken into account in the procedure. To reach this aim, an approach based upon the transient energy function (TEF) method [5,6,15] is presented. This approach permits to appraise the security margins as regards the possibility to lose synchronism. For the application of the above said method, it is necessary: / to single out the TEF function for the post-fault stable system;

The application of the PEBS approach consists of the following aspects: the dot product f(q)T ×/ (q/qS) is negative inside the PEBS and positive outside, and the potential energy Vp(q) attains its maximum just upon this surface. This value represents a good approximation of the critical energy Vcr for the considered disturbance [10]. It is defined as a sum of the system kinetic energy, Vk, independent of the network and associated with the relative motion of generator rotors, and the system potential energy, Vp, associated to the changes in rotor potential energy relative to center of angles (COA), changes in magnetic stored energy of branches and changes in energy dissipated in branches. The stability region V of the post-fault stable equilibrium point is estimated by determining a critical value Vcr of the energy function, so that the region S / {x:V(x)5/Vcr} is placed inside the exact stability region V. The PEBS can be constructed drawing, from the postfault stable equilibrium point, a number of rays in every direction in the angle space with COA as reference; searching, along each ray, for the first point where the potential part Vp(q) of the TEF function attains its relative maximum. Hence, the boundary surface of interest can be characterized by joining the points qi obtained on these rays [11,12]. In mathematical terms, the description of the PEBS can be obtained by setting, along the rays emanating from the post-fault stable equilibrium point, the directional derivative of Vp(q) to zero. 4. FCT and CCT modeling and stability probability evaluation by means of Lognormal distributions In this section, the FCT pdf and the consequent stability probability evaluation are discussed. In the relevant literature, the Gaussian assumption for the FCT is widely adopted [9] mainly as a consequence of the lack of experimental data. The Gaussian distribution, however, is not a very adequate and flexible choice, as discussed in [16], and more flexible distributions, such as the Lognormal (LN) one, should be considered in order to describe positive rvs [22]. The LN assumption is not too restrictive since its pdf is very flexible, as it can assume a large variety of shapes. Furthermore, if the shape coefficient b is very small, the LN pdf tends to be symmetrical and can satisfactorily approximate also a Gaussian model [23]. The presence of a right tail in the LN pdf accounts for the possibility of relatively large clearing times compared with the expected value; thus, the LN assumption corresponds to a conservative approach resulting appropriate when the exact distribution, as it often occurs, is not precisely known [16]. Moreover, it has been found that, due to its great flexibility, the LN distribution can often well approximate also the CCT, Ty, in accordance to previous results obtained for the single machine case in [16] and for the multi-machine case in [17], where the (extended)

We are here interested only in some of the properties of R useful for the TSP, and also in inferring a possible ‘‘lower confidence bound’’ (LCB) for r, i.e. a rv RL such that: P(RL Br) h

In the application presented in this paper, the value h /0.90 is chosen (only for sake of example). In practice, the establishment of such a lower limit is very useful in order to verify if the designed system satisfies prescribed reliability requirements, which will be desirably issued in the new energy market by adequate guidelines. The classical statistical approach, in which r is a deterministic */but unknown */quantity, is adopted here. Being the critical value of the test statistics for N/104 equal to D* /0.0107 at significance level 0.20, the Beta hypothesis for R is quite acceptable, with p-value larger than 0.20 [25,27]. This is graphically confirmed by histograms such as the one in Fig. 1, relative to r/ 0.8109, and the plot of the sample cdf: y/Fs(R) against the Beta cdf: x/FB(R), evaluated for the same observed (ordered) values of R, corresponding to the same value of r, reported in Fig. 2: in case of good fitting, the plot should appear as the straight line y /x, as indeed happens; same results were obtained for a wide range of r values, with the Beta approximation becoming better and better (which implies decreasing values of D) as r approaches 1, as also apparent from Table 1. It has been also verified that the Normal approximation */ though also acceptable for a wide range of r values */ does not performs well and in particular the Normal hypothesis has been generally rejected at 20% significance level for high values of r (r /0.99). In fact, the pdf of R becomes more asymmetric, or ‘‘skewed’’ */as intuitive */as r approaches 1, and the Beta pdf is capable of assuming a wide range of ‘‘skewness’’ values (see [22] for a precise definition of skewness), while the Normal pdf skewness is always equal to 0. Based on these results and on properties of interval estimation [25 /27], the same Beta distribution has been used for inference on the LCB, estimated as the (1/h) quantile of the above Beta pdf, i.e.: RLB F1 B (1h; p?; q?)

1h FB (RLB ; p?; q?) This LCB estimation performed very well, as shown in Table 2, since the estimated coverage probabilities [30], i.e. the relative frequency with which the property (RLB B/r) is verified in the repeated sampling, are always very close to the desired confidence level 0.90. In particular, they are generally larger than this value, implying conservative estimates, which is a desirable property [30]. In the same table, for sake of comparison, also coverage probabilities for the normal approxima-
tion (RLN) are reported, which also performs well for large sample size (as expected), but is less efficient than the Beta approximation for moderate or medium sample size. For instance, from the first part of Table 2 (case r /0.8109), in correspondence of a sample size n /30, the coverage probability CPB, namely P(RLB B/r), is 0.9287, instead the value obtained for RLN in the same case is CPN /P(RLN B/r) /0.8871 B/0.90. It has to be remarked that, while the sample size n of the FCT sample is limited by practical aspects (limitedness of field data, cost and time requirements of laboratory tests, etc.), in principle the sample size m of the CCT, being its values obtained from simulation of the loads, could be*/apparently */chosen arbitrarily large, being limited of course only by computational time requirements, so to approximate the true CCT distribution to any desired degree of precision. In fact this is not true, as also m has practical and theoretical limitations, being the input data for load simulation (e.g. mean value and variance of each load) of course always known with a certain degree of statistical uncertainty, as they must be estimated from data in a load forecasting procedure, which is in practice the first step of the statistical estimation procedure. In practice, the optimal value of m should be the highest compatible with the statistical errors of load parameters estimates. To summarize the proposed statistical inference method, it is opportune to highlight that it is based only upon the estimation of four parameters (ax,bx,ay,by) of FCT and CCT distributions based on two samples of such rv. The estimation is performed by means of the ML estimators of (17) and (18), which are the inputs for the TSP point estimate, R, of (19) and the LCB estimate, RLB, of (29). The parameters (p,q) of the estimated Beta pdf are easily computable from the above four LN parameters, through the parameters (M?, V?). The whole procedure is very simple and fast, requiring only some elementary algebraic computations and two numerical computations: the inversion of the beta cdf and the evaluation of the standard normal cdf (appearing in the R estimate computation and in those involving the parameters M?, V?): both computations are largely available in all statistical or mathematical software packages. Moreover, the procedure allows also the easy estimation of the whole distribution of R (i.e. the Beta pdf above illustrated), which is a powerful tool for evaluating the efficiency of the estimator (by means, for instance, of the distribution variance and quantiles) and establishing any desired confidence interval and/or hypothesis testing procedure for the TSP. The method is useful also in the design stage, since it allows an easy implementation of a rational procedure for the optimal choice or improvement of system parameters in order to satisfy prescribed constraints to

The result implies that, with the available data and estimation procedure, it can be assessed that r/0.8792 with confidence 0.90, so that the reliability constraint is now satisfied. It is highlighted that the estimation procedure does not require any new resolution of the PEBS equations. If the constraint was not satisfied and no improvement of the FCT was feasible, other more complex design actions could be put under study, e.g. network topological changes in order to obtain larger FCT: also in this case the above said estimation method allows an easy quantitative evaluation of the TSP improvement.
7. Conclusion In the paper an effort has been made to perform a probabilistic transient stability assessment, with reference to planning studies. In particular, the statistical estimation of the TSP is examined starting from the point that the TSP parameters are not known a priori, but have to be estimated from available data. The proposed statistical inference method is based only upon

the estimation of four parameters of CCT and FCT distributions based on two samples of such rv. The estimation is performed by means of the ML estimators of the parameters, which are the input for the TSP point estimate, R, and the LCB estimate, RLB. The whole procedure has been proven very simple and fast, requiring only some elementary algebraic and numerical computations. Moreover, the procedure allows also the easy estimation of the whole distribution of R (i.e. the Beta pdf above illustrated), which is a powerful tool for evaluating the efficiency of the estimator and establishing any desired confidence interval and/or hypothesis testing procedure for the TSP. As it is illustrated in the last part of the paper, the method could be addressed to the design stage, since it allows an easy implementation of a rational procedure for the optimal choice or improvement of system parameters in order to satisfy prescribed constraints to the TSP, which should become a standard in the new energy market. It is remarked that the proposed estimation approach */illustrated in the paper with reference to the PEBS method */can be supported by every other method for the transient stability problem. Possible extensions of the method include the evaluation of the risk consequent to the event of instability [31,32]. More kinds of fault or other random quantities (such as fault location) can be introduced in the model of Eq. (1), following a general methodology such as the one developed in [32].

Appendix B: Numerical application for the evaluation of the CCT distribution In order to show the method for the evaluation of the CCT distribution, a numerical application is presented in this section, with reference to the Cigre test system [33], whose single line diagram is reported in Fig. 4. Data are expressed in p.u., with reference power 100 MV A. Series compensation is applied, for sake of computation, to the line 8 /9, with a degree of compensation K /0.4. Assuming that the contingency C is a three-phase to ground fault of the line 6 /8 near the bus 8, the CCT, Ty has been computed by random simulation of the system peak loads, which are properly considered as predicted with a certain degree of uncertainty: this is often accepted when the analysis time horizon extends over many years. More precisely, active peak loads are

considered as statistically independent Gaussian rvs; the mean values of these random loads are chosen equal to the constants assigned to the Cigre network loads, and their standard deviations are chosen, for sake of illustration, equal to 10% of the mean values (i.e. the coefficients of variation are all equal to 10%). Reactive powers are attributed to the load buses considering constant power factors (holding those attributed to the test network). This implies that the load reactive powers are Gaussian rvs as well, whose mean values and standard deviations depend on the above said power factors. As a consequence of these assumptions, the CCT cannot be considered as a constant, but it is a rv whose statistical parameters have been evaluated by means of Monte Carlo simulations. In particular, for each of the system active peak loads, N/104 independent random samples have been generated according to the Gaussian distribution with parameters m and cv/s/ m of Table 3. The random Gaussian reactive loads are generated coherently assuming, as previously said, constant power factors: they are reported in Table 3 as well. For each simulation cycle, a random value of the CCT, Ty has been computed. The estimated values, by the simulated N-dimensional sample, of the CCT parameters are the following (the superscript ‘‘e’’ denotes the estimate of the generic parameter): me E[Ty ]0:5281 s;

They constitute the ML estimates [4] of the corresponding theoretical parameters of the assumed LN distribution. It has been found that a LN distribution can well approximate the simulated CCT, Ty: considering indeed a LN distribution with mean value equal to 0.5281 s and standard deviation equal to 0.0112 s, the frequency histogram of the simulated values of the CCT, Ty and the corresponding theoretical LN frequency distribution are superimposed in Fig. 5 to give a visual evidence of the goodness of fitting. A quantitative evaluation of the satisfactory approximation with the LN distribution is shown in the following by the comparison between theoretical and sample-estimated values of the quantiles [25]. Results of this numerical application are summarized in Table 4, whose last column clearly shows the excellent fitting of the LN distribution, with errors less than 0.25% also for the extreme-tail quantiles (i.e. Ty,p with p near to 0 or 1) which are the most sensitive to estimation errors [25]. It has to be highlighted that the PEBS method, chosen for its property of rapidity [6,34,35], in some cases [36,37], mainly when the FCT is much shorter than the actual CCT, can exhibit over-estimation problems, due to drastic system trajectory change after fault clearance. However, as said, this does not affect the generality of the proposed estimation technique, whose further devel-
opment could be, for instance, the application to methodologies such as the one presented in [38].

Professor Elio Chiodo, Ph.D., received the Electronics Engineering degree with honours from the University of Napoli (Italy), in 1985, and the Ph.D. degree in Statistics at the Department of Mathematical Statistics of the same University in 1992. He is Associate Professor at the Department of Electrical Engineering of the University of Napoli, Italy. His researches are devoted to engineering applications of probability theory and reliability. In 1998 he joined the Electrical Engineering Department of the University of Napoli where he is Associate Professor.
