Each contracting party is required by the Convention to designate an appropriate authority to monitor the condition of the seas, to issue prior special permits for exceptional dumping of certain substances where no alternative exists for the protection of human health, and to issue prior general permits for dumping of all other matter, except those substances for which dumping is absolutely prohibited. Appendices to the Convention list those substances prohibited or requiring special permission. A force majeure clause suspends the permit requirement in cases of serious emergency. The Convention calls upon contracting parties to cooperate in
developing procedures for effective enforcement on the high seas and to enter into regional agreements for protection of the marine environment. Harmonized procedures and cooperative monitoring are emphasized, The parties also "undertake to develop procedures for the assessment of liabilfty and the settlement of disputes regarding dumping". (Art. X.) The Government Of the united Kingdom serves as a depository for the Convention, and is required to call an organizational meeting of contracting parties within three months after the Convention enters into force. Conference on National Strategies for Environmental Control A conference on "National Strategies for Environmental Control and Human Development" was held in Bled, Yugoslavia, on June 8 - 12, sponsored by the Center for International Management Studies (CIMS) of the YMCA International Division. The conference known as "Bled II" since an initial CIMS conference on "National Environmental Strategies" had been held there in June 1972 - brought together a unique gathering of over 50 decisionmakers from industry, government, national and international organizations in countries of both East and West. Conferees discussed, debated and exchanged ideas about the many issues raised by the papers prepared for the
conference on such topics as environmental criteria and standards, informational systems, environmental laws and policies, citizen participation and regional planning. By the end of the week, participants reported various guidelines, options and alternatives for developing or reevaluating present regional, national and international strategies for environmental protection. The Caracas conference is being organized by the International Association for Water Law, under the sponsorship of the Venezuelan government and with the cooperation of the United Nations and FAO. The conference will be a preparatory meeting for the UN Water Conference scheduled to be held in Buenos Aires in i977. The Second International Conference on Water Law and Administration is planned for Caracas, Venezuela, 8 - 13 February 1976. It will be the successor of the first conference held in September 1968 in Argentina. The major areas of discussion will include (1) a review and critique of water resources law systems; (2) the role of planning in water resources management; (3) the place of water law in the environmental context; and Environmental Policy and Law, 1 (1975)
The IV. International Parliamentary Conference on the Environment will be held in Kingston, Jamaica, from the 12th to the 14th of April 1976 at the invitation of the Jamaican National Assembly. The theme for the conference will be "Environment and Natural Resources - the Duty of Parliamentarians". The three previous parliamentary conferences, held in 1971, 1972 and 1974 were attended by parliamentarians from more than 50 countries.
1st Ibero-American Congress on the Environment The Spanish Association to Combat Environmental Pollution, through the Centro de Estudios del Medio Ambiente (Center of Environmental Studies) has organized the First Ibero-American Congress on the Environment, to be held in Madrid, 12- 18 October 1975. The Scientific Committee directing preparations for the Congress is presided over by Doctor Don Jose Catalan Lafuente, director of the Center of Environmental Studies. The Secretary General of the Congress is Don Alberto Urtiaga de Vivar Frontelo. The six-day Congress will involve plenary conferences, roundtable discussions, and meetings of three technical panels concerned with (1) legislation and the environment: tranfer of pollution technology; (2) research and the environment: studies and projects; and (3) training of environmental specialists. These conferences, discussions and meetings will devote their attention to five substantive topics: (1) air and radiation; (2) water; (3) industrial and domestic solid wastes; (4) protection of nature; and (5) landuse and human activity planning.
