75 Environment (pollution, health protection, safety) 95/00850 Ensr y needs and CO, amirrlonr. Constructing a formula for Just dastrlbutlons Benestad, 0. Energy Policy, Sep. 1994, 22, (9), 725-734. Countries differ substantiallv in their caoabilities to limit future emissions of CO,. Fairness, or equity, should be seen against the background of these differences. The paper proposes an ‘equal burden’ formula for CO, emissions, based upon John Rawls’s theory of justice. The premise will then be that quotas are given according to needs. The needs for CO emissions have to be decided according to needs for services that have to be provided by CO, emitting processes, either by fossil energy use or by industrial orocesses. The oauer shows how these needs mav be ooerationalized for different sectors’&d different countries in a comp;ehen&e way. The permissible global CO, emissions are assumed to be the maximum allowable if atmospheric concentrations are not to increase. 95lOO851 Energy policy and the snvlronmmtal challenges and optlons at the turn oi the century Holdgate, M. Proc. Energy Policy in the 1990s The Transition to the Competitive Market Conf, Oxford Economic Research Associates, 1994, 6 PP. The paper discusses energy policy and the environmental challenges which are likely to evolve over the next 20 years and beyond. Energy, externalltles and envlronmrntal quality: 95108852 Will development cure the Ills It creates? Pearson,. P. J. Surrey Energy Economics Centre, Dept. of Economics, Universtty of Surrey, Guildford, Surrey GU2 SHX, UK, f21.00, Oct. 1994, 42 PP. This paper reviews the factors that can influence environmental quality in the course of economic development, and examines critically empirical studies that have been carried out, including those that have produced evidence of environmental ‘Kuznets curves’ (EKCs). It also considers the policy implications of the relationships that have been estimated and examines the question whether the EKC estimates imply that development will necessarily and automatically cure the environmental ills that it creates. The environment and economics. The Impact of 95lOO853 rertrlctlng the SO, allowance market Bernstein, M. et al., Energy Policy, Sep. 1994, 22, (9), 748-754. The paper analyzes the effects of several types of regulatory policy on the oneration of the SO, allowance trading svstem established in the US Clean Air Act Amendmeits of 1990 (CAA&.*Theoretically, such a system can achieve environmental goals at least cost. However, regional environmental and employment concerns have suggested regulations in some states that will restrict full market o ration,, thereby negating many of the efficiency gains that market base 8”regulatton is designed to capture. The paper determines the costs of these regulatory interventions. These costs can be compared with employment and environmental impacts to assist policy makers in their regulatory decisions. Envlronmrntal aspects of large-scale combined heat and power Dept. of the Environment, Energy Eficiency Ofice, London, 1994, 34 pp. Gives the environmental benefits of large-scale combined heat and power and the environmental issues that must be taken into account in the design and operation of combined heat and power plants.

@5/08858 Environmental rpldemlology Draper. W. M. fed.) ACS Publications. American Chemical Socieh? Dept.338, PO Box’57136, Washington, DC.20037-0136, USA, $79.95 (HB), $49.95 (PB), 1994, 300 pp. The book provides an introduction to the basic principles and methods of environmental epidemiology. Chapters are arranged into four sections covering nomenclature and the design and interpretation of epidemiological studies; toxicology and toxicological risk assessment; applications of epidemiolonical methods in human studies: and the uniaue constraints of eoidemiologic research. Case studies of both organic and inorganic pollutants demonstrate the application of the principles and illustrate the most up-todate techniques, current thinking, and controversies. 95/08859 Envlronmrntal gsochrmlstry of sulfide oxldatlon Alpers, C. N. and Blowes, D. W. ACS Publications, American Chemical Society, Dept.338, PO Box 57136, Washington, DC.20037-0136, USA, $139.95, 1994, 655 pp. The book provides an overview of recent research on the environmental effects of sulphide oxidation in geochemistry and related disciplines. Features new techni ues, including scanning tunneling microscopy, X-ray absorption near-e ! ge! structure (XANES) spectroscopy, and evolved gas analysis. Describes kinetics of sulphide mineral dissolution, processes, solubility of secondary minerals, and effects on groundwater and surfacewater systems. B5188880 Envlronmental Impacts of bloenergy: Mitchell, C. P. and Bridgwater, A. V. Proc. 3rd Bioenergy Agreement Seminar, Sept. 1993, Denmark, CPL Press, Newbury, UK, 1994, 171 pp. Discusses the commercialisation of biomass as a source of heat, electricity, liquid and gaseous fuels. Also discusses the widespread use of bioenergy technologies and the positive and negative impacts on the environment. Envlronmental performance of coal-flred FBC 95lOO881 Takeshita, M. IEACRi75, IEA Coal Research, Gemini House, IO-18 Putnev Hill. London SWl5. 6AA. f255.00. Nov. 1994. The report reviews the status of environmental performance in commercial fluidised bed combustion (FBC) for coal-fired plant and examines advanced designs for improving it. Emissions of concern include SOI, NO,, and N,O, particulates, trace elements, organic compounds and restdues. Emerging pressurized FBC and hybrid cycle PFBC are also reviewed. The EU carbon/energy tax. Effects In a dlstorted 95lOO882 energy market Birkelund, H. et al., Energy Policy, Aug. 1994, 22, (8). 657-665. The authors analysed the impacts of a carbon/energy tax as proposed by the European Union (EU) on the Western Euro an ener y markets. Simulations on a sectoral European energy model p” SEEM) s%ow that interfuel substitution is ham red by distortion of fuel prices caused by taxation already in place an8”by regulation of electricity production. Therefore the effect of introducing more cost based investment behaviour into the thermal wer production sector was studied. The impact on the CO, emission leve p”bv increased substitution of gas for coal is significant. Furthermore, such investment behaviour enhances the potential-effect of a carbon tax and postpones the date when a carbon tax has to be increased in order to meet the stabilization target, ie the 1990 level, until after the turn of the century.

Reports that the Harding Field, being developed by BP in the North Sea, will be produced from a specially designed jack-up platform, the TPG-500, designed by a Technip Geoproduction-McDermott consortium. Unlike conventional jack-ups, which are intended ta be mobile and can be drydocked at regular intervals, the TPG-500 will be permanently located for a design life of 35 years.
