Abstract-This checklist surveys the indexing information currently available for 209 federal government periodicals in over 50 indexing and abstracting services, Indexing coverage is presented for each individual periodical and for each index in the survey. The introduction analyzes the reliability of several guides to periodical literature in relation to government periodicals.
Limited coverage of federal government periodicals by indexing services has been reported by four studies in library literature between 1968 and 1978 [l]. By the mid-1970s, indexing services had begun to multiply, with two publications in particular, American Statistics Zndex (ASZ) and Index to U.S. Government Periodicals, analyzing an impressive quantity of government serials. On the other hand, Readers’ Guide to Periodical Literature, the basic tool for small libraries, has been indexing only six federal government periodicals since 1978: these are Aging, American Education, Children Today, Department of State Bulletin, FDA Consumer, and the Monthly Labor Review. Given such wide disparities in coverage by indexes, this project was an effort to provide indexing information for individual federal periodicals and to enumerate the quantitative coverage of over fifty services. Two appendices summarize the findings of the project which was begun in 1983 and concluded in early 1984. An examination of the standards of the Monthly Catalog of U.S. Government Publications Serials Supplement and of guides to periodical literature in supplying indexing information has also been made. A check of the source journal lists of over 50 indexes has been completed. This technique was chosen over reliance on indexing information contained in the journals themselves because the data was not always found reported in the journals. The sources regularly analyzed by each index were checked title by title against a selected list of federal periodicals. Inquiries to editors regarding indexing policies generated an uneven response and so have not been summarized in this project. The original sample contained titles of nearly 700 government publications. Each title had to conform to a working definition of periodical or was dropped from the sample. An earlier study provided a suitable definition: “a publication with a distinctive title intended to appear in successive numbers or parts at stated or regular intervals; published more than two times a year; classified by the Superintendent of Documents; and currently being published” [2]. The 507

total number of periodicals fitting within this definition was 209 titles. Appendix A lists these titles, arranged alphabetically, together with corresponding indexing information. A key to the indexes appears in Appendix A. A literature search on the indexing of federal periodicals supported the assumption that reference librarians have had very limited access to their contents. “It is difficult to learn which government periodicals are indexed because a comprehensive list does not exist,” Kiraldi concluded in a study conducted in 1968 [3]. He had compiled a list of 79 periodicals indexed by one or more services and discovered that 25 services were indexing federa periodicals. By 1973 an increase in the number of services analyzing government periodicals was substantiated by another survey. McBride and Morgan reported indexing for 162 serials among 36 services [4]. In 1975, Harleston and Stoffle enumerated specific indexing information for 704 government serials provided by 54 services. They found “lack of knowledge concerning the extent to which federal periodicals are indexed by the various services” still an existing problem [5]. Their checklist was an attempt to provide the comprehensive information Kiraldi believed would ease the problem. Three years later, McClure, writing on the same theme, stated, “A conservative guess is that less than 40 percent of the 2000 titles listed in Serials Supplement to the Monthly Catalog are indexed in any source” [6]. The coverage of abstracting and indexing information in guides to periodical literature has also come under scrutiny. Using a sample of 25 of the most frequently cited political science journals, Palais compared indexing information provided by the 15th edition of U/rich’s International Periodicals Directory with the results of his own manual check. He concluded, “Librarians who rely on Ufrich’s to supply them with complete and accurate indexing information are letting their patrons down rather badly” [7]. He recommended a complete revision of all entries for each edition. Another study produced a similarly critical evaluation of Ulrich’s 17th edition. The sample in this instance was composed of frequently cited journals in health and related fields. Wyndham found considerable evidence of inaccurate and unreliable indexing information given for these periodicals. “There appears to have been no improvement between the 15th edition and the 17th edition of Ulrich’s in their references to indexes/abstracts” [8]. Contrasting indexing and abstracting entries in major periodical guides, Swenk and Robinson noted a definite need for revision in Ulrich’s and Katz’s Magazines for Libraries. “For the forty-six journal titles [used in the study] Katz gave correct information in thirteen instances (28 percent). Forty-three of these titles were listed in Ulrich’s; of these, there were seven correct entries (16 percent)” [9]. A common pattern of omission and error was prevalent. METHODOLOGY
An initial intention behind this project was to update the study published by Harleston and Stoffle in 1975. Therefore, the project was based on the survey method and designed to show quantitative indexing coverage as well as significant contributions of individual services. While many of the same titles have been surveyed by both studies, this list included far fewer government statistical series. The survey was directed toward recording the indexing services available for generally assorted federal periodicals. Of the 280 government authors listed in Serials Supplement, the periodicals in this sample were issued from more than 100. The first preparatory step was a compilation of titles of federal periodicals. The sources used to generate titles were up-to-date editions of guides to periodical literature most often

consulted by library patrons and reference librarians [lo]. Although an authoritative guide to government statistical publications, the American Statistics Index (ASZ) was not used as a source of titles. No effort was made to exclude primarily statistical, scientific, or technical periodicals from the survey, provided the titles were found in standard periodical reference works and catalogued in the Serials Supplement. Each of the 700 titles in the original sample was checked in the Serials Supplement to ascertain cataloguing by the Government Printing Office Superintendent of Documents. Other sources used to establish currency included issues of the Monthly Catalog of U.S. Government Publications, Price List 36, and Publications Reference File. The List of Government Publications Terminated and Consolidated by Agency, issued by the Office of Management and Budget in 1982, was also consulted [ll]. These sources verified over 100 periodicals on the list as ceased. On the assumption that an entirely ephemeral periodical would not be indexed, a search was made of the source journal lists of over 50 general and broad subject-based services for each title in the tentative sample. Several services were available in microfilm and computer database formats. The final step entailed weeding out serial publications that were not picked up by a single index. A final count of 209 federal periodicals was reached. Approximately 500 titles were rejected for lack of inclusion in Serials Supplement cataloguing, indexing coverage, or current publication. LIMITATIONS The last comprehensive survey on government periodicals indexing guided the selection of services [ 121. An additional criterion for using an index in this survey was the provision of a source journal list in the index itself. A limited number of federal government abstract publications were included: Abridged Index Medicus, Air University Library Index to Military Periodicals, Energy Abstracts for Policy Analysis, Index Medicus, Physical Fitness/Sports Medicine, and Wildlife Review. Appendix B furnishes the services’ coverage. The appendices itemize the survey results. With few exceptions, the survey did not include bibliographic publications, directories, catalogs, handbooks, house organs, manuals, monographs, or irregular periodicals. Inter-censal statistical reports were largely omitted because of coverage by ASI. Periodicals reporting on localized phenomena were excluded. Neither periodicals with overlapping contents nor indexes drawing on similar sources have been screened out. Because the study was begun in the spring of 1983, few new serial subscriptions announced in Price List 36 since fall 1982 are represented. SUMMARY A comparison of present survey results with the study completed by Harleston and Stoffle in 1975 confirmed that government serial publications with statistical contents and a number of established Defense Department periodicals have adequate indexing coverage. Subjectoriented services, such as ASI and Air University Library Index to Military Periodicals, enhance the continuation of this reporting. In addition, periodicals related to law are regularly analyzed by several services. This survey corroborated another positive trend noted by Harleston and Stoffle-the inclusion of more federal periodical titles in guides to periodical literature. The proliferative growth in the number of indexing/abstracting services has also been recognized. Ulrich’s lists over 450 services, and Katz matches more than 230 basic abstracts and indexes with periodicals in particular fields.

Studies cited earlier emphasized the need for careful revision of entries giving specific indexing information for individual periodicals in the standard guides to this body of literature. Data compiled from this sample of federal periodicals supported the contention.

Two services published since 1970, ASIand Index to U.S. Government Periodicals, greatly improve access to many federal periodicals. A newer service, actually a finding aid, CZS Periodicals on Microfiche will be an increasingly helpful tool for reference librarians. However, the assistance these services give rests on the presupposition that the periodical literature sought is statistical in nature, known to be a government publication and available in microformat. Otherwise, librarians relying on standard guides to periodical literature will find entries for government periodicals in most subject areas, but often face practical difficulty in following up the indexing information given in the entries. Since termination and consolidation of periodicals are a continuing trend in government publishing patterns [ 131, entries in the Serials Supplement ought to reflect closer attention to cataloguing details. A consistent policy of reporting the history of a periodical would put title changes and consolidations in chronological order. Brief annotations of the journals would be relevant additions to entries. Indexing information should include many more services than are currently picked up. Establishing the Serials Supplement as a reliable authority on government authors would provide an important key to integrating more federal periodicals into the mainstream of periodical literature.
