The development is described of the system for computerized patent infotmation processing in the Scientific and Pioduction Amalgamation (SPA) ‘Poisk’ (‘search’ in Russian) which is the All-Union patent service centre of the U.S.S.R.
Many databases contain information on patents, which can be searched as any other kind of literature. Additionally, however, on all patent documents are printed one or more symbols of the International Patent Classification (IPC), which are recorded in the online files.
An integrated Computerized System of Patent Information (CSPI) was set up in 1976, which deals with the following services: (1) distribution of patent information in machine readable form; (2) computerized distribution of patent documents to users; (3) retrieval of patent information; (4) statistical analysis; and (5) computerization of document handling. Details of the organization of these services are given.
This paper first gives some background information on the IPC, its change in the course of years, then concentrates on the practical aspects of using the IPC as a search tool. Examples are given based on the author’s own experience. Attention is drawn to pitfalls connected with IPC searching and to ways of combining the IPC with other search parameters.
Niklasson S. Patent Information and Documentation: A Perspective of the 21st Century. World Patent Information 12 (l), 11-14.
It is not the purpose of this paper to criticize the IPC or to express views on its future.
The article underlines the importance of patent information, examines the systems used at present by patent offices for storing patent documents and retrieving the information therein, both in paper and electronic form, and speculates on likely developments in these systems in the future.
Shen Jialian. The Story of the Chinese ‘Search Files’. World Patent Znformation 12 (l), 31-36. The building up of the search files in the Chinese Patent Office is described. The effort of combining foreign assistance and self-effort is rewarding. The ‘mixed-type search files’ system established in a rather short period has been proved by the Chinese patent examiners to be encouragingly practicable.
Newton D. C. From Patchwork to Network-Patent Information Dissemination in the United Kingdom. World Patent Znformation 12 (l), 1.5-19. The article reviews the history of the development of the Patent Information Network in the U.K. Free distribution of patent specifications and other patent publications to libraries, Mechanics Institutes and learned societies was begun by the Patent Office in 1854 and the service was greatly improved by the distribution of abridgments of British patent specifications starting in 1883. After the formation of the British Library in 1974 it took over the distribution of patent literature to public libraries, and in 1980 established the Patents Information Network (PIN) comprising the Science Reference Library as the hub and 26 provincial public libraries. This system was reviewed in 1985-1987, resulting in the elimination of seven smaller libraries from the network and the strengthening of the remaining smaller collections.
Ramachandran R. A Quantitative Analysis of the Patent Information Services with Reference to Subject and Applicant/Inventor Name Searches at the Patent Information System (PIS), Nagpur (India), 1984-1988. World Patent Information 12 (l), 37-44. The article analyses quantitatively the bibliographic searches such as cumulative search reports, SD1 (Selective Dissemination of Information) searches and applicant/inventor searches of the office of the Patent Information System (PIS) provided during the period from 1 March 1984 to 31 December 1988. A list of the primary and secondary sources on which the services are based is given. All the searches carried out during this brief period have been analysed in terms of searches for Indian patents through the Indian Patent classification scheme, and the Gazette of India, Part III Section 2, searches through the International Patent Classification (IPC), SD1 searches through IPC and patent applicant/inventor searches. Analyses are made as to who are the actual users of these services and the services used by these users have been analysed in terms of their subject interest. Conclusions have been drawn in a tabular form on the basis of the tables and the analysis of the contents therein.
