Cost under supervision When the Swedish city of Grums decided to upgrade the control philosophy of one of its sewage networks and sewage treatment plant, the objectives were to achieve a 30% saving in energy and a 35% reduction in treatment chemicals.

Italy The European Commission is threatening to take the Italian government to court, alleging that it has not provided adequate wastewater treatment facilities to the city of Milan. Untreated sewage is allegedly being pumped straight into the River Po, a practice now unacceptable under EU law. Although a number of treatment facilities are under construction in the city, they won't come fully online for up to five years. The EU maintains proper sewage treatment works should have been in place two years ago.

China

The mayor of Taipei got a nasty surprise on his recent trip down the city's polluted riverway. His tour was planned to illustrate the success of the river's long awaited clean up operation. Instead the mayor was confronted by the dead body of a local man in his mid-fifties. Authorities say that although a number of bodies are retrieved from the river every year, the main problem is lhe volume of raw sewage poured in every day.

Peru

As part of its ongoing utilities privatisation program, the government has awarded an $80 million concession to a consortium of four Italian companies to construct and run a water treatment plant in Lima. Once complete in 2002, the facility will serve over 2 million people. The group, which included Impreglio and Castalia, earned the contract by guaranteeing low rates.

To meet these requirements, Wadsborn AB of Toreboda, Sweden, an OEM customer of Vacon Engineering AB, specialists in control systems for pumping stations, have installed a supervisory control and data acquisition (SCADA) system based on Vacon drives for the control of five pumping stations. The SCADA system is unconventional because it does not include remote terminal units. All five pumping stations are controlled from a central PC via special software designed by Wadsborn. Vaasa Control's Vacon drives not only control the speed of the pumps but also all local automatic functions. The main functions of the new installation are to provide variable speed control of the pumps and an even flow of sewage into the plant. The system has now been up and running for more than 1V2years and the customer's goals have been exceeded, both in terms of energy savings and reduction in the use of chemicals. The average energy saving at the five-pumping stations in Grums over the initial twelve-month period was 40.5% compared to the same period during the previous year. During the first six months, the maximum average saving in a single month was 51.12%, the minimum was 23.65%, which occurred during the first month of operation.

The cost per cubic metre of pumped sewage water is not only lower but much more stable than before the installation of the new equipment. The reduced energy requirement at Grums, averaging almost a third of the previous costs, represent major financial savings for the community. The need to ensure an even flow of water into the plant was one of the reasons for installing the SCADA system. Previously, the pumps were started and stopped by level switches in the pumping stations which resulted in a very uneven flow which made control of the plant functions ditricult. The new wastewater flow control system, commissioned at the end of July 1997, has resulted in a much more stable flow of water into the plant. As a result of this flow stability, the control of treatment chemicals is now more accurate. The amount of chemicals used has decreased from a level of 0.16 kg/m 3 to only 0.07 kg/m 3. This, in turn, has resulted in a reduction of 53% (equivalent to 99.64 tonnes) in the chemical effluent discharged to the environment. This reduction in the use of chemicals has lowered running costs at Grums0 but has also contributed to the environmental protection of Sweden's beautiful Lake Vanern, the ultimate destination of the discharge. •

Acidity adjustment Hyder Utilities' prestigious new Bryn Cowlyd Water Treatment Works in the Conwy Valley, North Wales is the latest of many major water treatment projects to adopt Kalic, a high chemical purity, 18% calcium hydroxide suspension from Buxton Lime Industries. Kalic is dosed into the pressure mains at Bryn Cowlyd by two Watson Marlow Bredel peristaltic pumps, for pH adjustment and alkalinity control. Kalic is dosed into a 20 bar pressure ring main at an average rate of 150 I/h by the two SP32 peristaltic pumps drawing from a 85 m 3 capacity storage tank. deposits in the High Peak, considered among the purest in Europe. Introduced by Buxton Lime in 1997, Kalic is a non-toxic, non-corrosive, cost effective, high reactivity calcium hydroxide suspension. It is a safer and more economical alternative to caustic soda and other aggressive treatments for drinking water and acidic effluents. As well as carrying significantly lower levels of environmental, health and safety risk, Kalic carries minimum potential for damage to plant and equipment and the advantage of lower, more stable prices. In contrast to conventional milk of lime, Kalic is slow to settle and readily dispersible. Its very fine particle size gives stable suspension and high reactivity. Now widely used in the UK, Kalic has the further advantages of being relatively easy to

pump and having a low freezing point - 0°C Hence the need for lagging or trace heating of pumps, tanks, pipelines is minimized. Designed by Hyder Consulting, and operated by the water treatment arm of Hyder, Dwr Cymru Welsh Water, Bryn Cowlyd supplies up to 45 MI/d of potable water to a large part of coastal North Wales including Conwy, Llandudno and Cowlyd Bay. Using a high quality impounding reservoir high in the Snowdonia National Park as a source, water is supplied to the treatment works and ultimately to customers, entirely by gravity. Treatment processes include ozone dosing followed by GAC pressure filtration through carbon beds as well as primary disinfections by ultra violet and residual disinfection by chlorine dioxide. •

Underground works Bedford Pumps is in the process of installing the 37 high performance pumps required to service the pumping stations which control wastewater requirements under Southern Water's Operation Seaclean. The £120 million project provides new facilities involving a multi-stage waste water treatment plant, six new pumping stations and more than 18 km of new sewers and tunnels. In a contract worth approximately £6 million, Bedford Pumps is supplying pumps for each of the pumping stations. A number of requirements unique to this project had to be taken into account. The pumps have had, for example, to be specified in tandem to provide the performance required to lift the waste water 150 m to the top of the white cliffs. To achieve this Bedford Pumps has installed 3 submersible volutes in series with 3 driven volutes. Performance checks were carried out at Bedford Pumps' own testing facility, prior to installation.

Bedford Pumps says the SV range of submersible mixed flow volute pumps combines a number of commercial advantages. Components are designed with overall efficiency and longevity in mind. Motors, with integral, dynamically balanced, robust pump shafts are protected against thermal overload and enclosures are available for use in potentially explosive atmospheres. Motor cooling is effected by heat transfer as oil is circulated around the motor easing and cooled by pumped fluid in conjunction with a special heat exchanger.

Due to landscaping and environmental concerns, a lot of the works, including the main treatment works, are underground. Therefore the majority of the pumps required a flameproof capability to BS 5501: Parts 5 & 6: Zone 1 or 2. Within the five pumping stations, 26 of the pumps are flameproof submersible volute pumps from Bedford's SV range and 6 are driven volutes.

USA The Trinity River Authorily's wastewater pre-treatmentprogram has received an environmental Excellence Award from the Environmental Protection Agency. The program is based in Texas, and provides wastewater treatment services for approximately one million people in 20 cities. The plant is currently permitted to treat 135 million gallons of wastewater per day.

South Korea

Hyundai Engineering & Construction is to team up with Generale des Eaux of France on the construction of sewage plant in North Kyongsang. Water processor, Generale des Eauxwill undertake over ~o-thirds of the cost of the project. The facility, which will handle over 20 000 tons of waste per day, is expected to be ready within two years and to last for over twenty.

Europe

A new program for the protection of food safely may just be the answer to public fears about contaminated beef, sewage in animal feed, and other recent food scares, reckonsthe European Commission. The EC's proposal offers 80 guidelines on food safely laws, for ratification by 2003. An EU body would also work to forecast and prevent food-related scandals. Confidence in food controls must be restored, it said.

USA

The Environmental Protection Agency says the arrival of January 1st 2000 saw practically no Y2K bug-related problems arise in the country's water and wastewater facilities. These utilities handle large volumes of hazardous chemical whose accidental release could have caused massive environmental damage. The EPA says the uneventful changeover was because of early testing of equipment and careful contingency planning.
