ICNAF Special Meeting in Montreal The International Commission for the Northwest Atlantic Fisheries (ICNAF), at their annual meeting in Edinburgh in June, were presented with three proposals by the Canadian delegation, which was worried by the critical state of the fish stocks for particular species. They were (1) A lower Total Allowable Catch (TAC) for all nations on certain stocks. (2) A higher quote allocation to the coastal state and (3) A reduction of fishing effort on groundfish by overseas fleets. The proposals met only a measure of acceptance. For the 21 groundfish stocks off the Canadian coast on which TAC's and national quotas were agreed, the total drop in TAC's was 29%. Canada's quota dropped only 15%, but foreign quotas dropped on average 33.5%. Canada was dissatisfied with the outcome, and asked for a special meeting in September in Montreal to consider again the question of effort reduction. In the meantime she engaged in a concerted campaign to convince ICNAF countries of the justice of her cause. The campaign was successful, and for six depleted stocks the meeting, having new data on last year's catches since the June meeting, set TAC's in some cases lower than Canada requested. And Canada also increased her percentage of the total catch. Finally it was agreed that the fishing effort in all major groundfish fisheries off Canada's Atlantic coast be reduced by 40% below 1973 levels, with a few minor exceptions for small fisheries.
