Following a discussion on the main characteristics of the industry and the need for planning, the authors present an interesting analysis of the Boom-Bust Cycle typical for many tourism projects. The prerequisites to organized planning and development are then discussed emphasizing the role of identifying the development goals, anticipated markets, and relevant constraints. In the following chapters, a structured approach to planning is presented covering such topics as: forming the information base, establishing objectives, assuring understanding, conceptual planning, market and resources analysis, site evaluation and selection, overall economic planning, master plan. land acquisition, and several aspects relating to the administrative structure and implementation of the plan. A detailed analysis is devoted to the various essential components of the tourism mix: transportation, site development, infrastructure, accommodation, and support industries. Recognizing that to a large extent "tourism is a business of human relations" and that none of the vast investments and facilities associated with tourism development can produce a return unless, in the final analysis people please people, the authors present a thorough guideline for human resources and manpower planning. Finally, marketing and elements of promotion planning are examined and several alternative tourism marketing programs are evaluated. The authors conclude each chapter with a synopsis which carefully summarize and stress the main issues discussed. Insofar as the book offers a serious analysis of the various elements which should he incorporated in the planning process, the authors evidently assume that the reader is familiar with feasibility analysis methods, cost-benefit techniques and optimization models. These distinct tools and the special problems involved in implementing them for the specific area of tourism planning are not explicitly discussed in the book. [] []
