NOMINATION OF GENERAL NOBLE. The nom ination of General R ob ert E. Noble to be assistant surgeon general, with the rank o f brigadier general, in the Regular Arm y, rem ains to be confirmed by the Senate. A ll other A rm y nom ­ inations, including that of Colonel W . D. McCaw, to be assistant sur­ geon general, w ith the rank of brigadier general, have been con ­ firmed. The nom inations of M cCaw and Noble w ere sent to the Senate by the President on June 23. The Senate m ili­ tary com m ittee acted favorably on the form er nom ination, but rejected the lat­ ter by a v ote o f 7 to 3. Upon a reconsid­ eration o f this action on July 24 the N oble nom ination was agreed to b y a vote of 9 to 7. T here has been no objection to the M cCaw nom ination at any time, but the fa ct that it was linked up with the N oble nom ination interfered with confirm ation. The opponents o f the lat­ ter insist that a full Senate must be pres­ ent in executive session when the m atter is finally disposed o f and it is intended that the objection s raised in com m ittee shall be aired in the Senate. It is as­ serted by senators opposed to the Noble nomination that he was prom oted over the heads o f m any officers equally quali­ fied fo r advancem ent and against the recom m endations o f the surgeon general of the Arm y, and the expressed prefer­ ence o f officers o f the m edical corps. The surgeon general recom m ended the appointment of Colonel M cCaw and Col­ onel J. D. Glennon, who is in command

o f the W alter R eed General Hospital. It also appeared that these names did not represent General Ireland’s personal ch oice alone, who, at the last session of Congress, recom m ended Colonels J. R. K ean and McCaw, but w ere the unani­ mous selection of thirty officers o f the 'A rm y m edical corps on duty in W ashing­ ton who w ere assem bled to express their view s as to th eir associates who should be recom m ended fo r the positions. In both instances the recom m endations of the surgeon general in regard to Colonel K ean and Colonel Glennon have been ignored.— Army and Navy Register Aug. 2.

ARMY MEDICAL DEPARTMENT ORGANIZATION. A division o f coordination, organiza­ tion and equipm ent has been created in the office o f the surgeon general with Colonel A lexander N. Stark, M. C., as chief, and Colonel Arnold D. Tuttle, M. C., and Lieutenant Colonel A. P. Clark, M. C., as assistants. This organization w ill study m edical department organization, function and equipm ent requirem ents, with a view to recom m ending im provements. It will maintain liaison with the corresponding divisions o f other bureaus, such as quar­ term aster and m otor transport corps, w ith a view to standardization, equip­ ment, transportation and activities in general. It w ill also revise, produce and maintain up to date all m edical depart­ m ent service manuals, prepare organiza­ tion charts and graphics o f m edical de­ partment activities for peace and war, prepare and maintain tables o f organiza­ tion affecting the m edical department, study the provisions o f all general or­ ders, circulars, etc., involving m edical de­ partment p olicy prior to publication and perform such other functions as from tim e to time m ay be designated by the surgeon general.— Army and Navy Register August 23,
