ASPE NEWS New Editor-in-Chief The staff and editors of Precision Engineering: Journa/ of the American Society for Precision Engineering are pleased to announce that Tyler Estler of the National Institute of Standards and Technology (NIST) has become our new Editor-in-Chief. Tyler will be sharing this position with the current Editor-in-Chief, Chris Evans, also of NIST, for the next year to ensure a smooth transition from one leader to the next. We all thank Tyler for accepting this important and challenging position and look forward to working with him during upcoming years.
1992 ASPE Annual Meeting The seventh annual meeting of the American Society for Precision Engineering was held October 18-23 at the Grenelefe Hotel and Resort Center near Orlando, Florida. In spite of the tough economic times, the conference was well attended with 303 engineers participating. As always, the conference had an international following with 76 participants from Australia, Canada, Denmark, England, Finland, Germany, Hong Kong, Italy, Japan, Korea and The Netherlands. The conference participants were provided with a full schedule of informative sessions. The conference began with a two day session of 23 tutorials on subjects relative to all areas of precision engineering. The technical program that followed included 45 oral presentation papers and 48 poster papers reporting on developments and accomplishments in the following areas: machine and controller design; modeling; materials and processing; and metrology and precision fabrication processes. These reports demonstrated advances in knowledge and capabilities that have added to last year's efforts. Watch for papers from this conference to be published in upcoming issues of Precision Engineering: Journal of the American
Society for Precision Engineering. Calvin Quate, Professor of Applied Physics and Electrical Engineering at Stanford University, was the distinguished lecturer. His observations about his lifelong interest in high resolution microscopy and the development of the acoustic microscope and the atomic force microscope were very enlightening and demonstrated that he was a pioneer in two major fields. His modest comment that it just "happened on my watch" understated his significant contributions to precision engineering. The success of the year's conference was the result of the careful planning and efforts of the conference chairman, Ronald Scattergood of North Carolina State University, and his organizing committee. They deserve our thanks and congratulations on a job well done.
Distinguished Service Award Also at this year's annual meeting, ASPE honored Bob Parks by presenting him a Distinguished Service Award.

Bob has contributed significant time and effort toward the society since its founding. He has held multiple positions including President, Education Committee Chairperson and Conference Organizing Committee member. His leadership in developing and structuring the tutorial program has been a major contribution to the success of the society and its annual meeting. The society thanks Bob for his many contributions.
Scholarship Award ASPE has created two student scholarships that are intended to help defray the cost of attending the annual meeting and tutorials for students doing research in any precision engineering field. The scholarships include a waiver of conference registration and tutorial fees and provide $750 to cover travel, hotel and meals. To qualify for the scholarship, a student candidate must be pursuing a masters or doctoral thesis on a fulltime basis at an accredited university. An oral or poster paper by the student must be included in the conference and should be submitted via the normal author submission process. The student must also provide the following: 1. A two-page statement by the student describing his or her work. 2. A letter of reference from the student's thesis advisor. Decisions on the scholarship winners will be made by the Scholarship Committee immediately following the paper selection meeting for the annual meeting. The Scholarship Committee (a subcommittee of the Education committee) is chaired by Norm Bobroff of IBM. Joining Norm on the committee are Bob Hocken of the University of North Carolina at Charlotte and Don Lucca of Oklahoma State University. Spring Topical Meeting Don't forget to mark your calendars so that you are sure to attend ASPE's upcoming Spring Topical Meeting. The meeting will be held April 13-15, 1993, at the Westward Look Resort in Tucson, Arizona. This year's subject is "Principles of Cutting Mechanics: Applications to UltraPrecision Machining and Grinding." The meeting will focus on applications of the understanding of the process mechanics of ultra-precision machining and grinding in aiding further advances in the efficiency of these processes, as well as the quality of the machined work pieces. If you are interested in contributing a paper to this meeting, the deadline for submission to ASPE Headquarters in January 8, 1993. See the call for papers in this issue of the Journal for more details.
