environmental amendment ANAMENDMENT to the ever, UK’s Environmental Protection Regulations is forcing composites moulders to register with Her Majesty’s Inspectorate of Pollution (HMIP). The ruling applies to all companies polymerizing or copolymerizing 50 tonnes of styrene a year, effectively anyone fabricating 120 tonnes of unsaturated polyester resin a year. The regulation came into force on 1 December 1994 and any liable moulder who has failed to register could face closure or heavy fines. Speaking at the British Plastics Federation (BPF) Composites congress in Birmingham, 22-23 November, GPRMC (European Organization of Reinforced Plastics/Composite Materials) chairman Brian Pickett said that registration would probably affect loo-120 companies in the UK with registration fees totalling in the region of &I million. The minimum registration fee is &3860 with annual reinspection costing at least &1730. How-
the registration fee is dependant on the amount of material processed and the Composites Processing Association (CPA) reports that several of its members are being quoted fees in excess of g20 000 to register. The BPF has contacted the Department of the Environment suggesting the processing of unsaturated polyester (UP) resin be deregulated as it has been caught by a technicality within legislation aimed at the chemical industry: The federation has also sought the support of the Department of Trade and Industry in getting UP processing exempted. The CPA says that although it accepts that it should be mandatory for those who pollute to clean up their mess it is keen to stress to HMIP that the high styrene content of UP resin is not lost during the laminating process.
