NEWS Biometric Authentication,” concludes that a mix of biometric technologies running on smartphones offers the best opportunity of clocking growth rates of over 200% in 2016. Lux Research analysts evaluated key biometric technologies and rated them on metrics such as cost, usability and security, assessing how they affect each player in the mobile payment ecosystem.
GOVERNMENT
The two-year contract is expected to start in September 2016. Existing contracts end in 2019. Existing immigration and law enforcement biometrics systems are large, complex IT systems supporting thousands of users and millions of records. Stakeholders include border force and immigration, international agencies, and all police forces. OThe UK government has appointed new independent Biometrics Commissioner replacing Alastair MacGregor who has completed his threeyear tenure. Professor Paul Wiles will scrutinise the use of DNA and fingerprint profiles by the police and other authorities and determine whether they are being used proportionately and in accordance with the law.

concerns about French biometrics restrictions
T
he Biometrics Institute has made a submission to the French Senate and National Assembly highlighting its concerns about the proposed amendments to the 1978 Data Protection Act that would limit the use of biometric technologies. The submission raises concern around the broader impacts of restricting the use of biometric technologies, including hampering the development of French and European technologies, especially in the biometrics area. The submission also points out there are uses of biometric technologies that are legitimate, responsible and provide economic and societal benefits. In its submission, the Biometrics Institute encourages reconsideration of the proposal as well as open consultation and engagement with key stakeholders to ensure positive privacy and data protection outcomes while not hindering innovation capacity development. “Our Biometrics Institute Privacy Awareness Checklist and Privacy Guidelines have been developed to promote good privacy and data protection practice and be guidance documents for members and stakeholders. A key focus for us at the Biometrics Institute is to raise awareness and educate stakeholders and the public about best practices for the responsible use of biometrics and we would be delighted to take part in this important dialogue,” says Isabelle Moeller, chief executive of the Biometrics Institute. ...Continued on page 12
EVENTS CALENDAR 6–9 September 2016 8th IEEE International Conference on Biometrics: Theory, Applications, and Systems New York, US BTAS 2016 is a research conference focused on all aspects of biometrics. It is intended to have a broad scope, including advances in fundamental signal processing, image processing, pattern recognition, and statistical and mathematical techniques relevant to biometrics. Areas of coverage include biometrics based on voice, fingerprint, iris, periocular, face, handwriting, gait and other modalities, as well as multimodal biometrics and new biometrics based on novel sensing technologies. Experimental results for contributions in established areas such as voice, face, iris, fingerprint, and gait are encouraged to use the largest and most challenging existing publicly available datasets.
