Planners in the public sector have recently been urged to 'think organizationally' in order to gain acceptance for themselves and their work. To determine what form this thinking should take within a complex institutional setting, recourse was made to management science. The model o f Churman and Schainblatt furnishes a useful basis for smoothing the relationship between the public sector planner and the operating manager. The mutual understanding propagated through the model is, however, idealistic.
Service support is emerging as a major source o f profits and competitive manoeuvreing. A framework is set out for understanding service-support distinctions between different categories o f products, and project developments in this area. Conventional service contracts are an endangered species, and customers will demand more and more 'unbundling' o f support services.

Mapping the Issues o f an Industry: An Exercise in Issues Identification
In 1983 a new initiative to make a broader use o f governrnent defence expenditure in 12. & D was begun. Defence Technology Enterprises Limited (DTE) began with the objectives o f identifying innovative technology in Ministry o f Defence (MoD) establishments, undertaking enhancement and development as necessary and transferring the technology to the private sector for commercial applications. DTE represents a new and innovative approach to augmenting civil spin-offs from defence R & D.

The electricity utility industry is used as a vehicle to find out whether emerging issues influencing an entire industry can be identified and mapped. Several conclusions are drawn. Mapping the issues o f an industry is practical but no one knows all the issues. Individuals take strikingly different attitudes towards some issues and most adopt a short-term negative view about developments.

The 'return-on-resources' model attempts to reconcile traditional business interests o f profitability with the new interests o f social responsibility. The model is based on the 'opensystem' concept. It can then be seen that the traditional, financially oriented views are inadequate.
In response to U.S. airline reorganizations after deregulation, an alternative theory o f regulation has started to emerge, based on industry disunity, competitive advantage for individual firms, entrepreneurial politics and consumer benefits. Regulatory outcomes are based on choices taken by firms, not collective choices o f industry. The airline industry case demonstrates that movement toward a market economy depends on several perceptions o f individual firms within an industry.

World change has a number of impacts on learning and education processes. A description is given o f some o f the learning needs o f a society o f knowledge. Human resources are seen as the greatest asset o f h u m a n i t y - - i t is frequently necessary to remind decision-makers o f this fact.

In the last decade, issues management techniques, such as environmental scanning, have moved in the United States from the private sector, where they were first developed, to the public sector. An experimental network o f environmental scanning systems was set up in State governors' policy offices. The experience provides valuable insights into the use o f such systems.

The central issue is who should be doing the planning and within what framework o f market freedom and regulation.
