CFC recovery At Vienna in August the Scientific Council of the IIR issued an informatory note on CFC's which will be published in the next issue of International Journal of Refrigeration. Part of its aim is to inform environmentalists that the use of R12 in domestic refrigerators and unit air conditioners is extremely widespread and beneficial, and that it cannot be substituted easily. The protocol adopted the following month in Montreal requires broadly that production of CFC's shall be frozen at 1986 levels until July 1990, when it will be progressively reduced to 50% by 1998. These controls would appear to be sensible and will allow for the use of CFC's to be concentrated in the most vital areas. Hence there is a breathing space during which sound policies can be developed. In this interval I suggest that one of our highest priorities should be to develop recovery systems for CFC's so that none is lost when units are either repaired or scrapped. Preferably the recovery system should be self-financing but it may be necessary to back them by law. My hunch is that adsorption systems based on evacuated drums of active charcoal, or similar, will provide the best approach. Have you a better idea?

Elle a en partie pour but d'informer les sp~cialistes de l'environnement que l'utilisation du R12 dans ies r~frig~rateurs m~nagers etles conditionneurs d' air est tr~s r~pandue et b~n~fique et qu'il est difficilement remplacable. Le protocole adoptb le mois suivant ~ Montrbal exioe en gros que la production de ces hydrocarbures soit limitbe aux niveaux de 1986 jusqu "~juillet 1990, o~ elle sera alors r~duite progressivement pour atteindre 50 % en 1998. Ces limitations sembleraient raisonnables et permettront de concentrer l"utilisation d'hydrocarbures halogbnbs fluorbs dans les domaines essentiels. D'ici l~ on ale temps de respirer tandis que de sages politiques peuvent se d~velopper. Entre temps, je pense que l'une de nos plus grandes prioritbs est de mettre au point des syst~mes de rbcupbration des halog~n~s de fa¢on ~ ~viter les rejets lorsque les appareils sent r~par~s ou mis ~ la casse. Le syst~me de rbcup~ration devrait ~tre de preference autofinanc~ mais il peut ~tre nbcessaire de le conforter par une lbgislation. Men idbe est que des systbmes ~ adsorption utilisant des tonneaux rides de charbon active, ou des r~cipients semblables, seraient une bonne fa¢on d'aborder le probl~me. Avez-vous une meilleure idle?
