STUDIES 1N COMPARATIVE COMMUNISM

sionist renegade clique will only hasten its own destruction. Our great leader Chairman Mao points out: "Historically, all reactionary forces on the verge of extinction invariably conduct a last desperate struggle against the revolutionary forces." This is what the Soviet revisionist renegade clique is doing. Its recent military provocation against China is precisely an expression of its inherent weakness. We warn the Soviet revisionist renegade clique: We will never allow anybody to encroach upon China's territorial integrity and sovereignty. We will not attack unless we are attacked; if we are attacked, we will certainly counter-attack. Gone for ever are the days when the Chinese people were bullied by othels. You are utterly blind and day-dreaming if you think you can deal with the great Chinese people by resorting to the same old tricks used by tsarist Russia. If you continue making military provocations, you will certainly receive severe punishment. No matter in what strength and with whom you come, we will wipe you out resolutely, thoroughly, wholly and completely. The 700 million Chinese people and the Chinese People's Liberation Army who are armed with Mao Tse-tung's thought and have been tempered in the great proletarian cultural revolution are more powerful than ever before. Whoever dares to invade our great socialist motherland will inevitably be badly battered and smashed! Down with the new tsars! Down with Soviet revisionist social-imperialism !

CHINESE NOTE OF PROTEST, MARCH 13

Hsinhua International Service in English, March 13, 1969. The Foreign Ministry of the People's Republic of China sent a note to the Soviet Embassy in China today strongly protesting against the repeated grave encroachments on Chinese territory and a series of military provocations made by Soviet frontier troops after provoking the border armed conflict on March 2. The note reads in full as follows: Embassy of the U.S.S.R. in China: Between 1150 and 1519 hours on March 4, eight armored vehicles, three trucks fully loaded with armed personnel, and two command cars of the Soviet frontier troops intruded into China's territory, Chen Pao Island. Between 1217 and 1220 hours on the same day, a Soviet helicopter intruded into the air space over Chen Pao Island and landed on Chinese territory to the east of the island. Between 1140 and 1455 hours on March 5, six armored vehicles, two trucks fully loaded with armed personnel, and a command car of the Soviet frontier troops intruded into China's territory, Chen Pao Island. Between 0955 and 1002 hours on March 7, six armored vehicles of the Soviet frontier troops intruded into China's territory, Chen Pao Island, three of which even penetrated deep into the Chinese waterway to the west of Chen Pao Island before landing on the island. At 0904, 0925 and 1127 hours on the same day, Soviet helicopters intruded in three sorties into the air space over China's territory, Chen Pao Island. Between 0527 and 0655 hours on March 10, an armored vehicle and three armed personnel of the Soviet frontier troops intruded into China's territory, Chen Pao Island.

DOCUMENTS Between 1514 and 1845 hours on March I1, an armored vehicle and 14 armed personnel of the Soviet frontier troops intruded into China's territory, Chen Pao Island. Between 1440 and 1457 hours on March 12, three armored vehicles of the Soviet frontier troops intruded into China's territory, Chen Pao Island, and the Chinese waterway to the west of the island. The above facts show that after provoking the border armed conflict on March 2, Soviet frontier troops have again made repeated grave encroachments upon China's territory and carried out a series of military provocations in an attempt to provoke fresh armed conflicts. Against this, the Chinese government hereby lodges a strong protest with the Soviet government, firmly demands that you immediately stop all activities of intrusion and provocation and sternly warns you: it is absolutely impermissible for anyone to encroach upon China's territory; if you should cling to your reckless course, the Soviet government must be held fully responsible for all the grave consequences arising therefrom. Ministry of Foreign Affairs of the People's Republic of China; Peking, March 13, 1969.

SOVIET NOTE OF PROTEST, MARCH 15

T A S S blternatioaal Service in English, 1205 hours GMT, March 15, 1969. The following statement of the government of the Soviet Union to the government of the People's Republic of China, concerning another impudent armed provocation staged by the Chinese authorities in the area of

Damansky Island on March 14 and 15, has been published here. On March 14, at 11 hours 15 minutes, Moscow time, a group of armed Chinese soldiers made another attempt to invade Soviet territory--Damansky Island, on the Ussuri River. The following day, March 15, a big armed detachment of Chinese soldiers, supported by artillery and mortar fire from the bank, attacked Soviet frontier guards who were protecting the island, and there were killed and wounded as a result. Through measures adopted, the provocateurs were expelled from the island. This latest impudent armed provocacation, staged by the Chinese authorities, is fraught with grave consequences. At the same time, Chinese official agencies are stepping up anti-Soviet hysteria around unsubstantiated and aggressive territorial claims, seeking to create the foundation for another aggravation of tension of Soviet-Chinese interstate relations. Grossly distorting facts, they make attempts to evade responsibility for gambles, planned and organized in advance, on the SovietChinese frontier. The facts show that the government of the People's Republic of China has not drawn the necessary conclusions from the Soviet government's warning in connection with the armed provocation staged by the Chinese authorities on Damansky Island on March 2, this year, and continues provoking fresh incidents. During a meeting of representatives of Soviet and Chinese frontier troops held on March 12 this year, an officer of the Chinese Hutou frontier post, referring to instruction from Mao Tse-tung, threatened the use of armed force against Soviet frontier guards protecting Damansky Island. The Soviet government emphatically rejects the unfounded territorial claims
