dissolved by emulsifiers and finely dispersed in the wash water. Dispersing agents support the dispersion in the wash water and remove solid particles. Surfactants form a protective foam layer that reduces the mechanical effects of car-wash brushes. Wetting agents make the water softer and allow the car to pearl up residue-free while drying. In addition to the cleaning effect, environment protection is of primary importance to BASF. Today’s surfactants are biodegradable and form foam that easily disintegrates so that less wash water is needed.

A report by the European Commission, drawn up in the wake of Recommendation 1998/480/EC, outlines the progress made by members of AISE (International Association of the Soap and Detergent Industry) on five voluntary targets set for the end of 2001 under a code of good environmental practice for household laundry detergents. The 15 EU states plus Iceland, Norway and Switzerland have signed up to the code. The Commission says that although real progress has been made, there is still a long way to go before targets set for end 2001 are met. These are listed. Two of the targets, 10% reduction in per capita consumption of poorly biodegradable ingredients (PBOs) (kg/per capita); baseline 0.32 kg; and provision of information to consumers, were fully met within the first years, but the available data suggests that much remains to be done in order to reduce consumption of detergents and packaging. Despite a clear tendency towards lower consumption of detergent, the 50% target had still not been met. A table gives detergent, packaging and PBO consumption in 1996-1998, 19992000 and target for 2001.
