MINUTES of a meeting of Council held in the Council Chamber, B.M.A. House, Tavistock Square, W.C.I, on 20th September, 1957, at 2 p.m. Present : Dr. C. Metcalfe Brown, in the chair, Drs. W. The chairman reminded members of Council that, since the May meeting several eminent members of the Society had passed away, including Dr. George F. Buchan, late president and one of the three trustees and an honorary fellow ; Dr. W. G. Clark, a former president ; Dr. S. Clark Trotter, a life member ; and Dr. C.-E. A. Winslow, late Editor, American Journal of Public Health, and an honorary fellow. Members stood in silence as a tribute to their late colleagues. The chairman expressed the view that Council would wish to join in congratulating Surgeon Rear-Admiral David Duncan who had received the C.B., Professor F. R. G. Heaf the C.M.G., and Lieut.-Colonel Maurice I. Silverton the O.B.E. in the Birthday Honours. 177. MINUTES The minutes of the meeting of 24th May, having been circulated, were taken as read and were approved subject to the correction of certain typographical errors and the/nclusion of the name of Dr. W. R. Martine in the first paragraph of minute No. 126 (c) (1). 178. APOLOGIES The secretary read to the meeting apologies for absence from Sir John Charles, Professor C. Fraser Brockington, Drs. R. H. G. H. Denham, J. Alun Evans, E. K. Macdonald, A. N. Mathias, J. W. Pickup, J. Riddell, J. A. Struthers, J. B. Tilley and G. W. H. Townsend. 179. BUSINESS ARISING FROM PREVIOUS MINUTES (a) Finances of the Society The honorary treasurer's reports for May, June, July and August and list of cheques were received and approved. Resolved : No change in existing procedure regarding life members but, in future, branches nominating for life membership to ascertain informally from the member whether, if elected, he wished to continue to receive the journal and, if so, whether he would be willing to pay one guinea yearly towards the cost. When next the articles of association had to be revised, opportunity could be taken of giving formal effect to the foregoing resolution,

(b) Memorandum and Articles of Association Copies of the constitution brought up to date had been distributed to all members of the Society. (c) Mental Welfare Officers The Study Group on mental welfare officers which had met on 19th July under the chairmanship of Dr. T. P. Rees had not yet completed its deliberations on the training, qualifications, registration and field of work of mental welfare officers. (d) Status of M.O.H. and Public Health Inspeetorate Dr. Chalke explained that a further joint meeting had taken place on 25th July at the Ministry of Health between officers of the Ministry (including Mr. J. P. Dodds), the Society and members of the Public Health Committee of the B.M. Association. An opportunity might arise in the spring of 1958 when the Sanitary Officers Regulations, 1935, came up for revision for the Society to press its case for securing satisfactory integration of health services in county boroughs where this might not exist at present. (e) Radioactive Substances in Technical Colleges The chairman having referred to a letter dated 5th September, 1957, from the Ministry of Health, it was agreed to refer the question of radiation hazards to the Research Committee and to ask the Ministry of Health that the Society be consulted if and when regulations were drafted relating to radioactive substances. (f) Royal Commission on Doctors' and Dentists' Remuneration Dr. Chalke informed the meeting that at a meeting of the Executive Committee held on the day of the Council meeting, the Committee had decided to hold a special meeting on 4th October to consider how the draft memorandum could be revised and strengthened. Council agreed to reference back to the Executive Committee. (g) Functional Committees After considerable discussion, it was resolved :-(1) to accept the recommendation contained in Minute No. 145 (c) of 19th July that the Executive Committee be enlarged by three members with powers to co-opt up to another three members ; (2) that a special committee be appointed to consider proposals, including those of Dr. Maddison, for the purpose of improving the administration of the Society, the committee to consist of Drs. Metcalfe Brown, Burnett, Chalke, Cohen, Davies, Galloway, Kershaw, Maddison, Settle, Mr. Smyth, Drs. Struthers, Tilley, Townsend and Wattie. (h) Association of Public Analysts The chairman reminded members that at the May meeting, Council decided that Drs. Day, Martine and Greenwood Wilson and Professor Wilson should be invited to act as the Society's representatives on a joint liaison body with representatives of the Association of Public Analysts. Council had, also, decided to invite the above named and Dr. Belam to represent the Society at the Conference on Chemical Additives to Food which was subsequently held at the Royal Institution on 22rid July. Dr. Belam had submitted an interesting report on the Conference. On the suggestion of Dr. 'Maddison, it was agreed that the Standing Committee on Food Matters would be consulted when making nominations of this nature.

180. REPORT ON EXECUTIVE COMMITTEE MEETINGS Dr. Chalke moved the receipt of the minutes of the June, July and August meetings of the Executive Committee. Dr. Chalke mentioned that the Society had been invited to join with the British Tuberculosis Association in a meeting to be held at the London School of Hygiene and Tropical Medicine at 5.30 p.m. on Friday, 29th November. The Executive Committee considered that the suggestion was a good one and commended it to Council. Council agreed. The Society had received an invitation from the Department of Health for Scotland in a letter dated 26th July to submit written evidence to the Scottish Committee on Prescribing Costs. The Scottish Branch had been consulted and had intimated that it did not propose to submit evidence. The Executive Committee recommended similarly. Dr. Chalke commended to Council for approval the action taken by the Executive Committee in asking Dr. Burnett (chairman, Occupational Health Committee) to chair a small sub-committee to submit evidence for the Committee of Inquiry into Precautions against Anthrax. Professors Semple and Wilson, Dr. John Douglas, and Surgeon-Captain Southwell-Sander had agreed to serve as members, and Drs. Day, J. Greenwood Wilson and W. R. Martine and Surgeon-Commander A. W. W. Robinson were also being invited. This was agreed. Dr. Chalke mentioned that the District Medical Officers of Health (Middlesex) Group had addressed the Society on 12th August suggesting that the Society should seek to remedy the deficiencies in the control of infectious diseases. The Executive Committee advised that this should be referred to the Fever and other appropriate groups for their observations. Dr. Chalke stated that the Society had been approached in a letter dated 23rd August by the General Register Office on the subject of the transfer of deaths. The suggestions had been circulated by the secretary to all members of Council. The Executive Committee had considered the proposals and recommended them to Council for acceptance, At a meeting of the Association of County Medical Officers of Health on 19th July, it was resolved that the Society should be urged to make representations to the Ministries concerned in regard to the recharging of underground water with possibly polluted waters. At the meeting of the Executive Committee, Dr. Townsend had been asked to discuss the problem at a meeting which was, in fact, taking place at the moment. Dr. Chalke referred to a request from Dr. Donaldson to address the Executive Committee or Council on the subject of teaching health visitors the early signs of cancer and informed Council that the Committee felt that this was rather a matter which should be taken up with individual medical officers of health. On the motion from the chair the reports of the Executive Committee meetings were received and approved subject to any item dealt with individually on the Council's agenda. He referred to certain matters which had been discussed by the September meeting of the Executive Committee held on the morning of the Council meeting listed later on the agenda. 181. STANDING COMMITTEE ON FOOD MATTERS The chairman expressed the thanks of Council to Dr. Day, convener, and the members of the Standing Committee on Food Matters for the time and care devoted

to the many matters relating to foodstuffs, slaughterhouses and so on, referred to the Society by one or other of the Ministries. Dr. Chalke said that the Executive Committee had considered the recommendations made on the following matters and advised endorsement by Council of those relating to : - (a) Code of Practice on the Hygienic Transport and Handling of Fish. (b) Food Hygiene Regulations for docks, wharves, public warehouses and cold stores, distributing depots and carriers' premises, and premises used exclusively by wholesalers of raw vegetables. (c) Code of Practice in the Retail Meat Trade. (d) Code of Practice on the Hygienic Transport and Handling of Meat. (e) Code of Practice in the Retail Fish Trade. (f) Amendments to Food Hygiene Regulations, 1955. The recommendations were agreed to. 182. CO-OPTION OF MEMBERS TO SERVE ON COUNCIL FOR 1957-8 After a ballot had been taken, the president announced, at the request of the chair, that the following had obtained the majority of votes : Article 19 (d) Dr. Burnett, Professor W. S. Walton and Professor R. C. Wofinden. 19 (e) Drs. F. Gray and A. N. Mathias. 19 (f) Professor C. Fraser Brockington, Sir John Charles, Sir Allen Daley and Professor G. S. Wilson. 183.
WELFARE OF ILL-CHILDREN 1N HOSPITAL
The chairman said that this document had been drawn up at the request of the Ministry of Health and was largely based upon a particularly valuable contribution from the Maternity and Child Welfare Group to whom the thanks of Council were due. The document was approved subject to amendment on certain points which Drs. Chalke, Egan and Kershaw undertook to send to the secretary. 184.
ROYAL COMMISSION ON MENTAL ILLNESS, ETC.
Dr. Chalke explained that the Executive Committee had given further consideration to the draft memorandum of evidence at the meeting on the morning of the Council meeting and proposed to revise the preamble and to make one or two verbal amendments. Subject to this, Council approved the document, as amended. Council placed on record its special gratitude to the Mental Health Group for its valuable labours and its thanks to the Maternity and Child Welfare and School Health Service Groups for their contributions. 185.
ANNUAL DINNER
The chairman urged members of Council to lend their support to making the annual dinner of the Society at the Royal College of Surgeons on 24th October a success so that Dr. Chalke, the president-designate, would have a good backing. 186. PROGRAMME OF MEETINGS FOR 1957-8 Council approved the provisional programme of meetings for the new session.
187. REPRESENTATIONS A ballot was taken for the nomination of two members of the Society to the Public Health Inspectors Education Board. Dr. Metcalfe Brown and Professor Semple received the largest number of votes and were nominated as for the period commencing 1st January, 1958. Dr. H. C. Maurice Williams would continue as a member of the Board until 31st December, 1958.

At the suggestion of Dr. Mackintosh, it was agreed that the procedure for nomination by Council to bodies of this nature should be overhauled. Council agreed the following nominations recommended by the Executive Committee : - (a) American Public Health Association Congress in Cleveland, Ohio, November, 1957, Dr. Hugh Paul. (b) General Medical Services Committee, Dr. Chalke with Dr. Harding as deputy. (c) National Association for Mental Health Conference at Manchester on 7th and 8th November, 1957, Dr. J. T. Chalmers Keddie. (d) North Regional Association for the Deaf Annual General Meeting at Bolton on 4th October, 1957, Dr. R. W. Elliott. (e) Public Health Committee, B.M.A., Drs. Cohen and Harding. (f) Women Public Health Officers' Association Annual Conference at Southport on 26th October, 1957, Dr. G. N. M. Wishart. 188.
LIFE MEMBERSHIP
The chairman pointed out that, owing to a misunderstanding, the name of Dr. Hugh Paul had been omitted from the lists of nomination for life membership in 1955. Agreed that the following nominations should go forward to the next ordinary meeting of the Society :-(a) Kenneth Fraser, F.R.S. (EDIN.), M.D., CH.B., D.T.M. • H., D.P.H. ; formerly C.M.O.H., Cumberland; joined the Society in 1919; nominated by Northern Branch. (b) Hugh Paul, M.D., B.CH., B.A.O., D.P.H. ; formerly M.O.H., Smethwick ; joined the Society in 1920 ; nominated by Council. (c) John S. Ranson, M.R.C.S., L.R.C.P., D.P.H. ; formerly M.O.H., Halstead U.D. & R.D. and A.C.M.O.H., Essex ; joined the Society in 1923 ; nominated by Home Counties Branch. 189. MEMORANDUM ON HOUSING MANAGEMENT The chairman stated that Council would no doubt wish Dr. R. D. Dewar and his colleagues to be thanked for their very helpful memorandum on housing management. This had formed the basis of the document before Council. Council approved the memorandum. 190.
AUTONOMY OF PUBLIC HEALTH COMMITTEE
Dr. Chalke recalled the resolution passed at the previous meeting of Council on 24th May during the discussion on the Royal Commission on Doctors' and Dentists' Remuneration requesting the British Medical Association to create an autonomous section responsible for negotiations and for public statements on public health matters. This request had been discussed at a meeting of the Public Health Committee on 2nd August. A further meeting was to be held at a later date which would be attended by representatives of the Society. 191. EAST AFRICA BRANCH
The secretary was authorised to complete the arrangements he had cffected tbr the formation of an East Africa Branch of the Society. 192.
