NEWS AND NOTICES AODC MOVES OFFICE AODC--The International Association of Underwater Engineering Contractors--have moved offices to 177a High Street, Beckenham, Kent BR3 1AH. Telephone: (081) 663 3859; Fax: (081) 663 3860. The Association represents diving, subsea engineering, ROV and submersible contractors, manufacturers and service companies. There are four categories of AODC member--the first three including members from the U.K., France, The Netherlands, Norway, Denmark and Germany. The nine Full Members are major offshore underwater engineering contractors; the 30 Members are other offshore underwater engineering contractors; manned submersible and ROV contractors; and shipping companies, while the ever-growing number of Associate Members (currently 32) are companies supplying support services; manufacturers of diving systems, submersibles, ROVs, etc.; diving schools; and R&D organisations. AODC has an active Inland/Inshore Membership (33) which comprises underwater engineering contractors working inland or close inshore in the U.K. Founded in 1972, AODC's Honorary President is Malcolm Williams and the Chairman is Norman Chambers, Chief Executive Officer of Rockwater. DIESEL MARINE INTERNATIONAL (DMI) STRENGTHENS HOLD IN CHINESE INDUSTRIES A further stage in the expanding influence of Diesel Marine International (DMI) with its head office at North Shields, Tyne and Wear, England, has been marked by the recent opening of a large new factory in the People's Republic of China equipped with advanced machinery and systems for chrome hardening piston ring grooves for engines of all sizes, resurfacing or rebuilding of machinery parts for marine engines and industrial and many other non-marine activities. The new plant, named Diesel Marine (Guangzhou) (DMG), has been built and equipped under the supervision of DMI, a subsidiary of Torday & Carlisle PLC, and is actively supported by two major Chinese organisations: the Bureau of Maritime Transport & Administration (BOMTA) and the very substantial China Ocean Shipping Co. (COSCO) with whom DMI has traded closely for many years. The new venture is within the Guangzhou Economic Technical & Development Zone, near the Whampoa Docks on the Pearl River and the new rail link to Kowloon and Hong Kong where the DMI Group's far-eastern headquarters [DMI (Far East) Ltd] is based. 215

This is DMI's second factory in the People's Republic of China, as in November last year a further plant was set up at the COSCO Repair Centre at Nantong on the Yangtze River as ~ joint venture between DMI, Hoi Tung, COSCO and BOMTA, all of which are also associated with the larger plant at Guangzhou. COSCO and BOMTA operate two of the world's largest fleets of merchant ships, totalling about 1500 ocean-going ships, while Hoi Tung is a prominent Hong Kong organisation specialising in the procurement of marine and industrial machinery and is involved in many joint ventures in the People's Republic of China. Initially the newly opened factory at Guangzhou will process marine and industrial diesel engine components but as Diesel Marine itself, with its main plants at North Shields (England) and Zwolle (The Netherlands) steadily expands its activities far beyond diesel engines, the new factory in the People's Republic of China will also develop its activities to meet the needs of other industries. For example, DMI and its associates in Europe are already supplying special alloy-coated car body dies to the automobile manufacturing industry, chrome-plated rollers for paper and textile production and special equipment for the aero engine, offshore and other industries. Group managing director, Kevin Davidson, of DMI says that Diesel Marine (Guangzhou) represents substantial investment and comes into operation at a time when the People's Republic of China and Hong Kong are fast developing and relocating their ship repair facilities. Apart from the cost of building the factory itself with a floor area of 20,000 ft 2, there has also been the heavy expenditure in new equipment and systems, the transfer of existing specialised equipment from DMI's U.K. and Netherlands factories and in the training of Chinese management and personnel. Kevin Davidson explains that the new plant is, in fact, a continuation of DMI's business in the Chinese Peoples' Republic, developing from an earlier relationship with Hoi Tung, a Hong Kong-based subsidiary of China Merchants who joined DMI in a joint venture agreement in 1985 with B O M T A and COSCO. From this a small factory was built about four years ago, at Huang Pu, within the Bolomaio Shipyard on the Pearl River, but it soon became apparent that greater capacity was essential, including better electricity supplies; hence the plans for and construction of the new and larger factory at Guangzhou. Substantial plant and specialised equipment now operating in the Guangzhou factory will concentrate primarily on reconditioning large and small diesel engine pistons and covers, aluminium and steel pistons for medium-speed diesel engines, valve spindles, and also valve seats and cages for 2- and 4-stroke engines. Like other DMI factories, the new DMG factory will offer a "'service by replacement" pool of such components, all with Quality Assurance. It is considered likely that the factory at Guangzhou will soon need to be enlarged by about another 20,000 ft 2. The recently completed offices contain not only the main administration and support services but also some sleeping accommodation and a canteen and other facilities for those employees unable to return home conveniently at the end of their shifts. A tribute to DMI quality control policies is evident in the fact that COSCO, one of DMI's major customers, was sufficiently impressed by the Group's performance and expertise that it became a shareholder in the company and the Nantong DMI factory which opened late last year within its shipyard. With the two factories co-operating in DMI systems of repair and production, Diesel Marine International forecasts a rapid expansion of production for many sections of industry in the People's Republic of China and an extension of its sales activities into the Dalian and Shanghai marine industries.
