Besides the sewage sludge this Guideline presents ᎐ as a new aspect ᎐ also the thermal treatment of solid waste

by co-incineration within power plants, cement works and steelworks. The Guideline describes measures taken for air pollution prevention as well as requirements on the disposal of waste water and residues. In addition it includes hints for the possible adaption of existing plants to state-of-the-art technology. With regard to practical requirements the instruction for emission measurements is given in a very detailed way. The presentation of the development of conventional incineration plants has been enlarged by a survey on other kinds of technology including short descriptions of the procedures utilized and the respective fields of application. The section ‘Costs of stationary waste incinerator units’ finalizes the Guideline by giving revised data. The choice of possible measures for the treatment of solid waste is influenced by the cost of treatment for domestic refuse or hazardous waste on a scale never known before. The Guideline presents the share of single investment and overhead expenses, measures for cost optimization and, therefore, the development of state-ofthe-art technology as a task of cost-effectiveness.
