The 10th International Conference on Electrostatics, Electrostatics 2005, will take place in Espoo=Helsinki, Finland, on June 15–17, 2005. The conference is organized by VTT Technical Research Centre of Finland on behalf of the Static Electricity in Industry Working Party of the European Federation of Chemical Engineering. The conference continues the tradition of the European Conferences on Electrostatics taking place every 4 years. Static electricity is one of the oldest known physical phenomena and it has been studied for centuries. The importance of electrostatics, however, has not decreased in the 21st century but vice versa. Progress in semiconductor technology has made electronic devices more sensitive to static electricity and electrostatic discharges than ever before. New applications of static electricity are finding their way to market. Hazards related to static electricity are still a big problem. There is still research to be done with fundamentals and electrostatic measurements, and so on. The scope of the Electrostatics 2005 Conference is to be a general conference on electrostatics bringing together experts from academia, research laboratories and industry. A Workshop for ‘Industrial Electrostatics’ will be organized prior to the conference on June 14, 2005. The workshop provides a forum for discussion on basic electrostatics in industry, associated problems and remedial actions. It will also act as a prelude to the conference. The workshop includes a plenary session on electrostatic phenomena and measurements, and parallel sessions on special issues related to ESD control in electronics manufacturing industry and electrostatic hazards in process industry, respectively. The workshop will be conducted by leading experts of the topics. An exhibition of electrostatics equipment, services and materials used for static electricity and ESD control will be staged in association with the Workshop and Conference. 11th EFCE SYMPOSIUM ON LOSS PREVENTION AND SAFETY PROMOTION IN THE PROCESS INDUSTRIES, PRAGUE, 1–3 JUNE
Safety and Loss Prevention in the process industries have drawn much attention over the years. The 11th EFCE Symposium on Loss Prevention and Safety Promotion in the Process Industries proved that this interest is unchanged. Attendance was at a traditionalplus level and the number of papers presented increased. Instead of three parallel sessions there were five! One series was solely devoted to human factors in design, construction, operation and management of plant. This session was held in context with the EU PRISM project. Process Industries Safety Management (PRISM) is a thematic network with four focus groups, which are now rounding off their work. The papers and discussions were very revealing, developing new ideas to go forward and drawing much interest. The European Process Safety Centre is in the lead in the field. On the topic of Risk Assessment Methodology five papers were presented on ARAMIS (Accidental Risk Assessment Methodology for IndustrieS), another EU project. The methods proposed certainly stimulated innovative thinking in particular with respect to more standardized scenario generation and integration of the outcomes of the various modules into a single ‘index’value, in which management effectiveness is also included. Several case histories of accidents and near-misses and a quite extensive report on the effects of the Toulouse incident in September 2001 have been presented. Again much to learn and in the light of the shorter memories in companies it did emphasize that we should do more about knowledge transfer. In general it was felt that papers dealing with legislation should be more concrete and action directed. On the other hand plant security as a new topic was welcomed and practical measures shown. Fire safety was felt to be underrepresented in the whole field of loss prevention. There are symposia dedicated to fire safety, but somehow this should be better embedded in this community too. The cost of safety

is a rising topic. For years cost-benefit analysis has been on the list of topics, but few papers have appeared. However now economics pressure and computational techniques have developed it makes much sense to pay more attention. In that respect there is also the changing business environment. Neighbouring firms on what once was a site belonging to one owner, and chemical parks with a multiplicity of users create new safety and emergency preparedness problems, not to speak of liability issues. These new problems call for new measures. As negative points can be mentioned, too little time for presentation and for discussion, and, regretfully sophisticated model results often failing to be translated into useful industrial application. The social program in the Prague area received a very positive reaction. CAPE WORKING PARTY NEWS
The EFCE Working Party on CAPE (Computer Aided Process Engineering) held its annual business meeting on 16 May 2004 in Lisbon. The meeting was attended by 29 delegates and invited members from Europe. At the meeting, reports on the organization of current (Escape-14) and future (Escape-15 in Spain and Escape-16=PSE-2006 in Germany) Escape-events were presented by the various organizers. Also, the host for Escape-17 was selected to be Bucharest. It was announced that the host for the informal CAPE-Forum meeting, held every year, will be Romania and that the meeting will be held in February of 2005. The CAPEWP also decided to launch a call for nominations for the ‘Recent Achievement in CAPE=PSE’ award. The deadline for receiving nominations is March 2005 and a nominations template can be found at the CAPE-WP website. The publication policy for the Escape-events was discussed and it was decided to continue with the current publication policy, that is, to publish a reviewed conference proceedings of the papers presented at the conference as well as a special journal issue of extended papers. Finally, elections were held to elect a chairman and a vice-chairman of the CAPE-WP for the next three year period, 2004–2007. Professor Rafiqul Gani and Professor David Bogle were elected as chairman and vice-chairman, respectively. Workshop on ‘CAPE/PSE Methods and Tools—Industrial View’
A short half-day workshop on ‘CAPE/PSE Methods and Tools—Industrial View’ was organized before the business meeting of the CAPE-WP on 16 May 2004 in Lisbon. Four presentations were given by representatives from the European industry—Michel Pons (AtoFina, France), Andreas Keller (DSM Nutritional Products, Swiss), Hans Pingen (Shell International Chemical B.V., NL), and Paulo Araujo (Quimigal
Quimica Portugal, S. A., Portugal). One of the conclusions from the workshop was that much work, especially in the area of modelling, is needed to solve many of the challenging problems facing the industry. Here, better communication between industry and academia is necessary to identify the needs and to develop integrated solution strategies. ESCAPE-14 was organized by the delegates from Portugal (Dr Ana Barbosa-Povoa and Dr Henrique Matos) in Lisbon between 16–19 May 2004 on behalf of the EFCE and the CAPE-WP. It was a very successful event with nearly 300 participants from 40 countries. A total of 236 papers in the form of keynote lectures, oral presentations and poster presentations were presented at the conference. A reviewed proceedings volume published by Elsevier Science B. V. together with a CD-rom containing pdf-files of all presentations is available from the organizers. The CAPE Lifetime Achievement Award 2004 to Professor R. W. H. Sargent
The first CAPE Lifetime Achievement Award was given to Professor R. W. H. Sargent in recognition of his valuable contribution to the area of Process Systems Engineering and Computer Aided Process Engineering. Professor Sargent attended the awards ceremony, which was organized during a special session of Escape-14 and gave an acceptance speech were he pointed out some of the important contributions that have been made in the area of CAPE=PSE as well as some of the future challenges. Future Events
The next business meeting of the CAPE-WP will be held on 28 May 2005 in Barcelona, Spain. A half-day workshop on ‘CAPE methods and tools—Academic View’ is also being planned. The CAPE-Forum meeting will be held in Romania in February 2005 (see CAPE-WP website for more details). Escape-15 will also be held in Barcelona from 29 May–1 June 2005. The European Process Safety Centre annually rewards one of its members for the work they have carried out in safety. The EPSC Award 2004 was presented to Anders Jacobsson at the 11th International Loss Prevention Symposium recently held in Prague.

the safety, health and environmental areas. He also presents courses and lectures to industry as well as to municipality and university audiences. In order to maintain an up-to-date level of knowledge, he is participating as an active member of several national and international groups. In particular, he is the founder of the Swedish Association for Process Safety and his company has been a member of EPSC since 1996. His greatest ambition is to try to raise the level of awareness and competence in the area of process safety within the Swedish Society: ‘‘I want to assist in optimizing the process of improving process safety ‘in the field’ by always trying to find a reasonable and realistic balance between the requirements from the Authorities and the ambition levels from industry, gradually improving all the time.’’ Over the years, Anders Jacobsson has published a number of books, booklets, guidelines and papers on the subject of process safety. Anders Jacobsson was born in Sweden in 1944. He is a chemical engineer with a long experience of the process industry within technical as well as managerial positions. After 20 years in the industry, he has now been working as a consultant for 12 years mainly covering
