The Asian Development Bank (ADB) has made an initial contribution of US$600 million to a multidonor Asian Tsunami Fund to deliver prompt emergency funding to tsunami-affected countries. The Fund will pool and deliver grants for emergency technical assistance and investment projects to support reconstruction and rehabilitation in India, Indonesia, Maldives, Sri Lanka, and now Thailand. ADB will accept contributions to the Fund from bilateral, multilateral, and individual sources, including companies and foundations. The money will be used exclusively for prompt restoration of services to affected people. Possible sectors could include public services such as water supply and sanitation, electricity, and communications; infrastructure such as roads, railways, and ports; health and education services; agriculture and fisheries; housing; restoring livelihoods; and containment of environmental damage.

BLACK & VEATCH ENTERS DESIGN PHASE OF TEXAS WATER PROGRAM Black & Veatch has moved into the design phase of a program management contract that will help the San Antonio Water System meet current and future demands for drinking water and decrease reliance on a single source of supply. Nine consultants have joined Black & Veatch to design the production, transmission and treatment infrastructure of the Gonzales County Carrizo Aquifer Program.

The Gonzales County Carrizo Aquifer Program will include the development of wells, pumping stations, approximately 100 miles of transmission main, water treatment plant modification, high-service pumping stations and integration facilities. The new facilities will be designed, constructed and operational by January 2008. The program budget is approximately US$300 million for phase-one facilities. in the third quarter of 2006. When complete, TPC will have a combined total polypropylene production capacity of 650 000 metric tons/year. The new polypropylene plant will employ Sumitomo Chemical's gas-phase technology, which is also used in the LLDPE plant currently in operation. This will help to minimize conversion costs and will ensure stable production of high-quality products.

PETROCHEMICALS

ExxonMobil Chemical is increasing the capacity of its oxo alcohol plant in Singapore. The Singapore Chemical Plant will increase its isononyl alcohol capacity from 180 000 tons-per-year to 220 000 tons-per-year. Project completion is expected by 3Q 2006. ExxonMobil Chemical also announced plans to expand its ethylene steam cracker at the Singapore complex by 75 000 tons-per-year to more than 900 000 tons-peryear. • ExxonMobil Chemical also plans to add a new production line at its Pensacola, Florida manufacturing site to help satisfy increasing demand for Santoprene thermoplastic vulcanizate. The expansion is expected to be operational by mid 2006.

SABIC AWARDS SHARQ-1 EXPANSION PROJECT TO FW Saudi Basic Industries Corporation (SABIC) has awarded a program management services contract for engineering, procurement and construction management of the Sharq 3rd Expansion Project to the UK’s Foster Wheeler Energy Ltd. Production following the expansion is scheduled to begin before the end of 2008.

SUMITOMO CHEMICAL UPS POLYPROPYLENE CAPACITY The Polyolefin Co (Singapore) Pte Ltd (TPC), a consolidated subsidiary of Sumitomo Chemical Co Ltd's, is converting its linear low-density polyethylene (LLDPE) plant to polypropylene production. POWER GENERATION ESKOM RECOMMISSIONS SOUTH AFRICAN POWER STATIONS Eskom, South Africa’s electricity utility, has selected Fluor Corp to help

recommission a mothballed 1200 MW power station in Grootvlei near Balfour in a US$530 million project. Fluor, in a joint venture with Pangaea, a black economic empowerment company, will be in an alliance with Eskom to provide engineering, procurement and construction management services for refurbishment of the coal-fired Grootvlei power station, whose six 200 MW units were mothballed during 1989–90. Grootvlei is one of three Eskom power stations being recommissioned to meet an increasing demand for electricity. Grootvlei's first unit is expected to return to service in 2007 with completion of all six units scheduled for 2009.

FW SUPPLIES US POULTRY-LITTER BIOMASS PLANT Foster Wheeler’s Canadian subsidiary will design and supply a 55 MW boiler for Fibrominn LLC’s landmark green energy project in Benson, Minnesota. This will be the first US power plant to use poultry litter as its primary fuel. SNC Lavalin is the EPC contractor for the project. The Benson plant will burn over 700 000 tons of poultry litter and other biomass fuels per year under a long-term supply agreement with Minnesota poultry producers. The plant is expected to be operational in 2007.
