ICIREPAT Plenary Committee The Plenary Committee (PLC) of the Paris Union Committee for International Cooperation in Information Retrieval among Patent Offices (IC1REPAT) held its fourteenth (and last) session in Geneva, on October 18 and 19, 1979. The following 15 ICIREPAT member countries were represented: Canada, Czechoslovakia, Denmark, France, Germany (Federal Republic of), Ireland, Japan, Netherlands, Norway, Soviet Union, Spain, Sweden, Switzerland, United Kingdom, United States of America. The European Patent Office (EPO) was also represented. The Commission of the European Communities (CEC) and the International Patent Documentation Center (INPADOC) were represented by observers. The session was presided over by the Chairman of the PLC, Mr. G. Borgg~]rd (Sweden). The following items were discussed during the session:
Coding of Headings of Announcements made in Official Gazettes The PLC approved a Recommendation for the Coding of Headings of Announcements made in Official Gazettes as elaborated by the Technical Committee for Standardization (TCST) of IC1REPAT. This Recommendation is intended to improve the information value of Official Gazettes by including standard codes with the various headings which normally are printed in respect of certain announcements made in those Gazettes. The standard codes consist of four positions which will always appear in the following order: LETTER - LETTER - NUMERAL - LETTER. The first combination of two " L E T T E R S " (there are 125 combinations of two letters) identifies the procedural step involved during the processing of the application for an industrial property right or the action or decision taken after the grant of that right. The "NUMERA L " (there are 5 numerals) identifies the status of the said application and the last "LETTER" (there arc 14 letters) identifies the type of the industrial property right. The PLC decided not to formulate any recommendation concerning the question of broadening the scope of the coding system to include also codes for the headings of announcements concerning trademarks, since it was felt that matter should be dealr with, if needed, by an appropriate international body dealing with trademark questions. Numbering of published patent documents The PLC approved a Recommendation for the Numbering of Published Patent Documents elaborated by the TCST. The purpose of this new Recommendation is to give Guidance to an Industrial Property Office whishing to change its numbering system for published patent documents or to start a new numbering system.
Other matters The PLC took note of the status Report 1978 on Mechanized Search Systems Developed or being Developed and suggested that the International Bureau should present as a separate chapter in its Summary of the Annual Technical Reports of the various Offices a status report on the search systems in use. Further, the PLC approved a Final Report on the Fulfillment of the 1CIREPAT Programs for 1978 and 1979 as part of the Long-Term Program of ICIREPAT and decided that action on it should be taken by the PCPI. It is observed that following the holding of this last session of the Plenary Committee of ICIREPAT, the Organization known as ICIREPAT since 1961 ceased to exist. Its tasks, aims and programs have, however, been taken over by the more broadly based WIPO Permanent Committee on Patent Information which held its third session in the week following the last session of ICIREPAT (See also the following Note).
Joint Meeting of the WIPO Permanent Committee on Patent Information (PCPI) Third Session and the Committee for Technical Cooperation (PCT/CTC) Second Session (Geneva, October 22 to 26, 1979) The WIPO Permanent Committee on Patent Information (PCPI) held its third session jointly with the second session of the PCT Committee for Technical Cooperation (PCT/CTC) in Geneva from October 22 to 26, 1979. The following countries members of the PCPI were represented: Australia, Austria, Brazil, Bulgaria, Canada, Czechoslovakia, Denmark, Finland, France, German Democratic Republic, Germany (Federal Republic of), Hungary, Ireland, Japan, Netherlands, Norway, Portugal, Soviet Union, Spain, Sweden, Switzerland, United Kingdom, United States of America and the European Patent Office (EPO).
