Editorial Dear Reader, This is the first time that we hand over to you the I M E K O Bulletin in its new form. We hope you will like it. The change of times requires that we follow and modernize. Thank you for having been with us up to now. We appreciate the continued interest of "old" readers and look forward to gaining lots of new ones resulting from this new arrangement of publishing. Good advice concerning further improvement is welcome, as before. Our endeavours are to provide a wider circle with up-to-date information on the activities of the International Measurement Confederation. Karolina Havrilla

We welcome two new Member Organizations in our midst, admitted at the 35th Annual Session of the I M E K O General Council in Vienna in September 1992: the Slovenian Society for Process Control and Measurements and the Instrumentation and Control Society, Singapore. By the way, for the convenience of those who do not know us yet, I M E K O is a non-governmental federation of 33 national Member Organizations individually concerned with the advancement of measurement technology and instrument engineering. The Member Organizations are scientific/technical societies or committees. Their membership consists of the representatives of metrological institutions, higher education, industry and the users of instruments. Work is done essentially through the Technical Committees. The Objectives of IMEKO, as stipulated by the Constitution, are:

to promote the international exchange of scientific and technical information relating to developments in measuring techniques, instrument design and manufacture and in the application of instrumentation in scientific research and in industry; to facilitate cooperation among scientists and engineers in studying problems in this field; to arrange a World Congresses triennially; to establish permanently working Technical Committees; to organize symposia, conferences, workshops, seminars on specific topics, at regular intervals; to publish proceedings of events, text-books, glossaries, studies, etc.; to cooperate with other international organizations on matters of common interest and to join international bodies whose aims are consistent with those of IMEKO. Structure o f l M E K O Officers o f I M E K O are the President, Secretary General, Treasurer, Immediate Past President, President Elect. Its permanent organs are: General Council - - the supreme governing body. The GC consists of one or two delegates from each Member Organization and holds yearly sessions. Secretariat - - the executive body headed by the Secretary General. It carries out the decisions of the GC in accordance with the resolutions passed at sessions. While all Officers serve on a honorary and unpaid basis, the work of the Secretariat is done by a paid staff, led by the Secretary. Advisory Board - - to formulate proposals on the policy and strategy of IMEKO, chaired by the Immediate Past President. Technical Board - - to analyze and to support the activity of the Technical Committees, chaired by the President Elect. Drafting Committee - - responsible for the Resolutions and Minutes of GC Sessions. Credentials and Membership Committee - - to confirm the validity of credential letters of GC delegates and to examine applications for membership.

The scientific level of these events was satisfactory, in the case of TC17 even excellent. One can say, however, that in general the number of conferences shows a decreasing trend. The same is true for the attendance; this is probably due to economic reasons. In addition there were six co-sponsorships last year, three by the Confederation itself, the others by TC1, TC12 and TC13. Kindly note the events scheduled for 1993:

On this occasion, the Gy6rgy Striker Junior Paper Award (donation by the founding Secretary General of IMEKO) will be presented for the first time to a junior university staff member under the age of 35 years who presents a paper reflecting a deep understanding knowledge of the scope of the Congress. A separate Application Form has to be asked for. The Congress structure is based upon the subjects of the Technical Committees (see list of TCs). The working language will be English. Deadline for the submission of abstracts is June 30, 1993.

In m e m o r i a m

Deeply moved the I M E K O community mourns the death of Professor Gy6rgy O. Striker, founding Secretary General of the Confederation. It was his idea over 35 years ago to try and establish a forum for engineers from various countries to meet and exchange information on the developments in the fields of measurement and instrumentation. The idea was received enthusiastically by specialists of different nations recognizing its significance at those times. This led at first to the organization of an international conference on measurement technology in 1956 and later, in 1958, to the organization of the First I M E K O Congress, both in Budapest. Among all the things he has been interested in, I M E K O has always remained a highlight in Professor Striker's life. His devotion and untiring activity has not been in vain. The International Measurement Confederation has gradually become known in the world and our events an attraction for experts working in the relevant areas. Born in Vienna, Austria in 1913 he first studied at the Technical University in Berlin-Charlottenburg, then at the TU in Vienna. After having spent ten years at Zenith Radio Corporation in Chicago he returned to Hungary, where he held several responsible positions in manufacturing companies and retired as Director of the Central Measurement Reseach Laboratory. He was Professor Emeritus of the Budapest Technical University, Honorary Fellow of the Institute of Measurement and Control in London and Honorary Member of the Instrument Society of America. We mourn the loss of an internationally known personality of measurement science and technology, the educator of several generations of engineers and the tireless promoter of worldwide technical and scientific co-operation.
