India selects suppliers for Aadhaar ID programme
T
he Unique Identification Authority of India (UIDAI) has selected the companies that will deliver the Aadhaar biometric ID programme, formerly known as the Unique ID (UID) project. In fact, it has selected three consortia for the role of Biometrics Solutions Provider (BSP), each tasked with providing a multimodal Automatic Biometric Identification Subsystem (ABIS) and a multimodal Software Development Kit (SDK) for an enrolment station, verification server, manual adjudication and monitoring functions. The contracts cover design, supply, installation, commissioning, maintenance and support. Accenture is leading one team, with partners Daon, which is providing ID software, and Bangalore-based IT firm MindTree. L-1 Identity Solutions, which intends to deploy its ABIS 7 multibiometric platform, has partnered with 4G Identity Solutions and Hewlett-Packard India Sales. The third team is a partnership between Mahindra Satyam, providing integration and support, and Morpho (Safran group) which will provide its biometrics technology. The contracts will run for two years or until 200 million people have been enrolled, whichever comes first. Ultimately, Aadhaar will involve the enrolment of 1.2 billion people – all of India’s adult citizens. The key task of the systems provided by the BSPs will be de-duplication – a major concern

UK Government sacks e-Borders supplier 1 with so many enrolments. Each system will sift and cross-check the data in the Aadhaar databases, looking for accidental or fraudulent duplications. The systems will also need to handle verification requests from public and private organisations that deliver services ranging from social welfare programmes to banking and insurance. The teams will also assist UIDAI in the performance benchmarking and management of data quality to continuously improve the biometric solution. “The Aadhaar programme will not only be designed to enable the Government to deliver important social welfare programmes like the Mahatma Gandhi National Rural Employment Guarantee (MNREGA) to rural India, but also provide easier access for residents to services and resources such as health, education and welfare programmes,” said Krishna Giri, managing director of Accenture’s management consulting practice within its Health & Public Service practice in the Asia Pacific region. Robert LaPenta, CEO of L-1 Identity Solutions, said: “With UID, one of the most heavily populated countries in the world is signalling that it is embracing biometrics as a means to deliver enhanced services to its citizens. As such, this is a truly revolutionary identity infrastructure programme that will serve as the foundation for all day-to-day interactions of Indians and will impact all other aspects of society, including banking, healthcare and more.”

UK Government sacks e-Borders supplier

aytheon, the lead contractor for the UK’s e-Borders programme, has been sacked by the country’s new coalition Government. Immigration Minister Damien Green announced the termination of Raytheon’s
contract in a written statement to Parliament in which he said he had no confidence in the firm. In fact, he claimed it had been in breach of contract since July 2009.
