MR. F . W . BARRATT, S u r v e y o r t o t h e P a r i s h o f St. Matthew, Bethnal Green, has recently issued his Annual Report, in the course of which he publishes the following statement and correspondence :INSANITARY DWELLINGS. "During the year the Medical Officer of Health has condemned a considerable number of houses a s b e i n g ' in a condition o r state dangerous to health, so as to be unfit f o r h u m a n habitation,' a n d r e c o m mended that they should be dealt with under the provisions of the 'Artizans and Labourers' Dwellings Acts' (commonly known as Torrens' Acts). A number of these reports have been from time t o t i m e r e f e r r e d t o y o u r S u r v e y o r for c o n s i d e r a t i o n and report. In dealing with houses under these Acts great difficulties and delays arise. The first r e p o r t referred to me related to Mar, ha Court, and the report of the Medical Officer stated :--' These are small two.roomed houses, built back to back : they are all more or less damp and dilapidated. The flooring of t h e lower r o o m s is f r o m e i g h t to t w e l v e inches below the level of the forecourts ; the roofs in s o m e i n s t a n c e s are leaky, a n d t h e walls a n d ceilings of the rooms are (with the exception of No. x) i n a f i l t h y c o n d i t i o n . Houses constructed back to back in this manner cannot be properly ventilated. The forecourts are badly and insufficiently paved, and there are only two water closets for the eight houses.' On referring to Section 6 of the Artlzans and Labourers' Dwellings Acts, i868, I find the instructions to the Surveyor or Engineer defined as tollows: 'To consider the report so furnished to him, a n d r e p o r t to t h e L o c a l A u t h o r i t y w h a t is t h e c a u s e of t h e evil so r e p o r t e d on a n d t h e r e m e d y thereof, a n d if s u c h evil is o c c a s i o n e d by d e f e c t s i n a n y premises, whether the same can be remedied by structural alterations and improvements or otherwise, or whether such premises, or any, and what part thereof, ought to be demolished.'
