ktore than 1,800 psople rook a look at what 49 exhibitors had to offer at Nationa: Micrographics hc,sociation’s Integrated Systems ‘80 in Washington, DC, September 8-I 1, 1980. Although the number was less than anticipated by both exhibitors and the association, most of tho:ie involved decided this was the year for quality, not 1hat most quantiry. Several exhibitors remarked pcopie who did stop by were buyers, not just lookers. While some exhibitors were waiting for cu>ti)merS, howc\rer. others were doing quite well. !\ ~flmli manufacturer from West Virginia campletrly sold out of his stock of acid-free envelopes rhc first day of the show and also took several m~lliori-plus ol-ders. IS ‘80 was bi!!rd as “the gnvernm8~nt microgn~phics s/zow.” Tliere were severz.1 sessions t‘t>ncrrning the federal gc+fernment, its role in the micrographics industry, and how users and sendorb cali work better with the go\-srrtment in selling or buying equipment and services. One session in particular turned out to be extremely interesting for both the speakers and thei: a udic rice. A4icl?nel J. Tir,rbers, president of \VaAir~gton Management Croup and head of the <.‘oaIirion for Common Sense in Governme-;lt L’r\~iurt‘n\cIl1, WIII head-to-head with David if ‘ir!iwri, deputy commissioner at GSA’s Automiitrd Data and Telecommunications Service (ADTS). COM and CAR systems have been transferred from the Federal Supply Service to ADTS. NkIA predicted that there would be contract delays and higher costs as a result of this changr. According IO Timbers, these very things have hapyenctl. Walden disagreed, even though the hf)TS itsslf bus said there would be up to eightmonth delays in some contracts becduse of the move. Which is one reason, Rogoff explained, that productivity has slowed so drastically in the office environment There were 2 days of government-related sess1uI.s during IS ‘80. Government pcrsonncl :IS well as private industry employers and crnploy~es attended these hour-tong sessions and the Open Government Affairs Forum. During one briefing, Ken Munro, NM4’s government affairs consuham, gave a brief history of the Service Contract Act and the micrographics jndustry’s objections io it. Craig Berritrgton, deputy assistant secretary for employment standards for the U.S. Department of Labor, gave DOL’s view of the SCA. A lively question-and-answer period followed, with most participants wanting to know why the SCA should be applied to micrographics when it is equipment most suppliers zre selling, not services. Other government sessicms included topics such as integrated systems in the White House and in making a government presentation, Congress, justifying a system in government, and problem5 and solutions in government procurement. Those who attended this government program asked questions and got what rhey came for, not just what one or two people may have come to say.
