Presents a synthesis of the principal findings of a Latin American regional research project whose purpose is to contribute to the improvement of the planning and utilization of water resources, taking especially into account the necessity of conciliating the demands imposed by accelerated economic development and environmental protection. The first part of the document is an analysis of the environmental aspects of water management; this analysis is based on nine case studies presented in the second part. Five of the case studies are concerned with regulated water projects such as irrigation and diversion (Peru, Venezuela, Mexico, Brazil) and four discuss water systems in urban-industrial complexes (Colombia, Chile, Brazil).

The study proposes to make available data previously inaccessible and to evaluate in a critical form the effect of banking activity on economic development. Although the document discusses specifically the case of Peru, a great part of the data and the analysis refer to the global question of the concession of commercial bank loans to developing countries, and therefore have a more general application.

Papers presented at a seminar organized by the commission as part of a project to analyze critical or extreme poverty in Latin America. The seminar was given in order to publicize the results of the research being done and to stimulate the interchange of experiences among countries.
