It is unlikely to be successful if such p r o g r a m m e s are regarded as add-ons. Availability of information on distance learning p r o g r a m m e s in centralised and accessible databases would enhance recruitment. Therefore, without investment in the physical and h u m a n resources, the types of constraints we have identified are likely to restrict the volume of open/distance learners recruited to conventional universities.
