SWTP Construction Oy, a Finnish construction company in which Skanska, NCC and YIT hold equal ownership, has been contracted to develop a ~128 million concept for the design, construction and operation of a turnkey wastewater treatment plant in St Petersburg, Russia. The Southwest Wastewater Treatment Plant (SWTP) will be constructed in accordance with a public-private partnership model, with the municipality of St Petersburg and the private companies working together in terms of financing and ownership. Construction, expected to take around 2.5 years, will begin as soon as the financing structure is finalized. The SWTP Construction consortium is responsible for the entire project, including design, construction, installation and procurements. The consortium will also be involved in plant operations for a period of 12 years. The operating assignment is not included in the construction contract of ~128 million.
Beers/Skanska Construction and The South Florida Water Management District have awarded a contract to The Water Management Group Inc (WMG) to provide water treatment systems and services for two new Storm Water pump stations in the Florida Everglades. These pump stations are an important part of The Everglades Restoration Project, the largest ecosystem restoration programme in Florida. The contract includes the supply of filters, softeners, strainers, reverse osmosis systems, storage tanks and other related equipment for two pump stations. Organics laden canal water will be treated by the integrated systems and used for cooling and lubrication of the pumps that are capable of pumping 4000 cfs of water and around 2 billion gallons per day. A small percentage of the treated water will be used for potable purposes by plant personnel.

BHP TO F U N D OIL AND GAS FIELD EXPANSION BHP Billiton has approved up to US$355 million to progress the development of the Atlantis oil and gas field in the Gulf of Mexico. The capital will allow completion of front-end engineering and design work (FEED), progression into detailed engineering and design, purchase

of long-lead items, most major equipment, and major facility fabrication contracts. Full project approval is expected later this year on completion of the final capital cost estimate and project schedule, which will be derived from the FEED studies. The gross capital cost is expected to be in excess of US$2 billion, with the BHP Billiton share worth around US$1 billion. Located in water depths of 4400--7100 feet, Atlantis will be developed using a moored semi-submersible production facility with a gross design capacity of around 150 000 barrels of oil per day and 180 million standard cubic feet of gas per day. The field will also have a separate semi-submersible drilling unit dedicated to development.
U N O C A L FILES DECLARATION OF COMMERCIAL DISCOVERY Unocal Corp's Vietnam subsidiaries have filed a declaration of commercial discovery with PetroVietnam, the state oil company, for three natural gas fields offshore southwest Vietnam. The declaration covers resources that have been discovered in the Kim Long, Ac Quy and Ca Voi natural gas fields. Based on the drilling to date, Unocal believes the fields have a combined gross discovery volume of 2.5 trillion cubic feet (tcf) of gas. This resource volume is in a core area that would allow the three fields to be developed in a single programme using shared offshore facilities. Unocal estimates the gross unrisked resource potential, including predicted field extensions and yet undrilled prospective trends, for the combined contract areas (Blocks B, 52/97 and 48/95) at 5-8 tcf. More drilling is planned.
EVN (Vietnam's state electricity company) and Unocal will soon begin a prefeasibility study for an electricity generating plant that would be built at O Mon in the central Mekong Delta. PetroVietnam and Unocal are also completing an initial study on a 236 mile (380 kin) pipeline from the offshore gas fields to O Mon.
ABB AWARDED CASPIAN FIELDS CONTRACT ABB has been awarded a five-year contract to supply project management, design of the process and safety system, environmental protection, project control, procurement, fabrication, and cost estimating for Lukoil's oil and gas field developments in the Northern Caspian Sea. The long-term agreement with VolgogradNIPImorneft, the Lukoil subsidiary, will provide for the joint work and training of its engineers in the various skills for the development of oil and gas production facilities. The first phase of the contract will be the Yuri Korchagin field facilities construction.
COLTKBR WINS MACKENZIE GAS PROJECT CONTRACT Imperial Oil Resources has awarded the conceptual and preliminary engineering for the Mackenzie Gas Project to COLTKBR, a Calgary-based long-term joint venture of Colt Engineering Corp (Colt) and Kellogg Brown & Root (KBR). The engineering work will help to optimize the commercial viability of the Mackenzie Gas Project and support the development of regulatory applications. Imperial is the operator of the gas gath-
ering and pipeline systems for the project. The Mackenzie Gas Project involves natural gas production facilities, compression and gathering pipelines in the Mackenzie Delta area, along with a pipeline to the Norman Wells area where a liquid recovery and compression facility will be installed. A natural gas pipeline with compression facilities will then proceed south from Norman Wells through the Mackenzie Valley into northwestern Alberta.
KVAERNER TO COMMISSION OFFSHORE PLATFORM Norsk Hydro has awarded Aker Kvaerner a contract for the hook-up and commissioning of the Grane platform. The NKr300 million contract will be undertaken when the platform is installed on the field in April 2003. The jacket and topside modules for Grane will be towed out to the field and installed in the spring of 2003. The topsides consist of three large modules that will be lifted into position on the jacket by a crane vessel. Weighing almost I 1 000 tonnes, the production module and deck are being provided as a turnkey delivery by the Kvaerner Egersund yard. The living quarters, power generation and utilities module, weighing around 5500 tonnes, will comprise a turnkey delivery from Kvaerner Rosenberg. The 6500 tonne drilling module is to be delivered by Aker Stord, with drilling equipment supplied by associate company, Maritime Hydraulics. The jacket will be a turnkey delivery from Aker Verdal. Engineering of the topside modules and jacket has been undertaken by Aker Kvaerner's engineering companies in Oslo and

N E W BAYER PLANT TO EXPAND TDA PRODUCTION Bayer AG is investing around ~170 million in a new plant at its Dormagen site to expand production capacity for toluene diamine (TDA), an intermediate in the production of polyurethanes. The plant is one of the largest production facilities of its type in the world. Production should start during the second half of 2003 when the new facility, with a capacity of around 200 000 metric tons of TDA per year, will replace the current plants. In the future, it is anticipated that Bayer's sites at Leverkusen and Bnmsbiittel among others will also be supplied with TDA from Dormagen. Construction work on the two production buildings, a tank farm, an on-site waste gas incinerator and the operations centre has already begun.
