10 months has shown that few European ports have the necessary facilities and that little is apparently being done at present to meet the deadline in 12 months time. The ECCTO argue that governments and port authorities should be making official arrangements so that ship owners can be guaranteed of disposing of residues. The owners are concerned that the lack of organized arrangements at ports to enable ships to dispose of residues in compliance with MARPOL will force them to arrange disposal privately and at their own cost. ECCTO has 35 member ship owners with 100 vessels. It represents 85% of coastal chemical tankers amounting to more than half a million tonnes dead weight.
Move Toward Ban of Disposal of Plastics at Sea A resolution recog~izirtg the harm caused to marine life from entanglement and ingestion of persistent plastics and other such materials was unanimously adopted at the ninth consultative meeting of the London Dumping Convention (LDC). of 1978 (MARPOL, 73/78) also bans the disposal of plastics at sea.
