The Commission found that, even for the same application, such as payroll or housing benefits, one authority can pay twice as much as another . Most authorities need to make "significant progress in their ability to manage their IT" . Users of IT must be more involved in selecting and introducing new systems . Projects often fail because users don't control the IT experts. The report sets out the broad strategy and direction in which information systems in local government are moving . It shows that IT strategy must be an integral part of a council's reinvention in the 1990s . There are risks in innovative information technology, but there is also substantial potential . To help councils maximize the potential and minimize the risks, a more detailed companion document (a Management Handbook) provides them with a management diagnostic to assess their current arrangements, future plans and managerial arrangements for changing IT . Vision and strategy must be changed constantly and a failure to make progress is the greatest risk . There will be risks which must be managed and new developments to be evaluated . I T will continue to be a high risk/high potential activity, but effective management can minimize the risks and maximize the potential . Pathfinder have released version 1 .1 a of The Barefoot Auditor . The latest version includes a number of features valuable to organizations requiring a low cost strategic network auditing tool . The managing director of Pathfinder, John Jones, said, "Barefoot uses no central database or NLM which means there are no resource contention problems, hundreds of workstations can be simultaneously audited without the timeouts common with other auditing packages" . The company claim that the system will run on any network with DOS-based workstations including Netware, Lan Manager, Banyan Vines, Pathworks, OS2 and Unix systems . An average workstation audit takes between 15 and 30 seconds, producing a range of reports .
