On November 8 and 9, 1988, in Milan, the Societa Italiana Gallerie (gIG) and the Committee for the Underground City (COCIS) cosponsored a national conference. Conference chairmen were Bruno Pigorini, President of gIG, and Giuseppe Villoresi, President of COCIS. Three hundred underground space experts, contractors, and public administrators discussed 40 papers about the theme: "Sunlight for man; the underground for facilities." The first day, moderator Antonio Villoresi, of COCIS, presented a very interesting project for a 15-km-long, multipurpose tunnel to be constructed under the town of Milan. Inside the tunnel will be electrical facilities, waste facilities, road tunnels, and subways. The feasibility of the tunnel and all of the problems associated with its design were debated. The second day was devoted to a round table discussion organized by gIG and moderated by Erberto Botti. This session debated the newest techniques for underground works under urban soil and the problems associated with these techniques.

Tunnelling (SANCOT) SANCOT recently published Part I of its recommendation on Contractual Practices for use in underground works construction in the Republic of South Africa. These recommendations form the first part of the results of a study carried out at the request of the ITA for member nations to examine Contractual Practices in their respective countries. The 27-page document includes recommendations on the following 14 subjects: (1) Changed Condition Clause; (2) Full Disclosure of Available Subsurface Information; (3) Elimination of Disclaimers; (4) Prequalification of Contractors; (5) Contract Price Variation; (6) Settlement of Disputes; (7) Ground Character;sat;on, Support and Measurement: (8) Tendering and Award of Contracts; (9) Mobil;sat;on Payments; (10) Retention and Sureties; (11) Principal Controlled Insurances; (12) Alternative Tenders; (13) The Role of the Engineer; and (14) Evaluation of Changed Condition Claims. A SANCOT subcommittee is investigating the feasibility of drawing up guidelines with respect to the minimum acceptable levels and applicable methods of site investigation and testing required in South African tunnelling conditions. This task is necessary to implement standardization because of the increase, in recent years, in the number of claims associated with unforeseen ground conditions. The final document will be aimed not only at investigators, but also at contractors and potential owners, in view of the cost implications. Possibly the most difficult part of this subcommittee's task will be to make recommendations on the adequacy of subsurface investigations. To this end, an extensive evaluation of South African case histories will be necessary.
