European forest research joins forces

Creation of a European Research Area and improving Europe’s competitiveness are among the main aims of the European Union’s 6th Framework Programme. This will be put into practice by using multi-disciplinary networks and large integrated projects. The new situation brings new challenges to traditional sectoral disciplines, which cannot be successful in isolation. How forest research can adapt to these new challenges was the topic of the recently completed EU-funded project IMACFORD coordinated by the European Forest Institute. The project developed an integrated, innovative pan-European research network, which contributes to the emerging European Research Area. Representatives of industries and other end-users of research have participated in its work. The IMACFORD project mobilised the largest number of researchers and stakeholders related to the Forest Sector ever gathered, as over 500 researchers and end-users of research met during the project. The process resulted in the emergence of various platforms or groups that have produced preevaluated pan-European research programmes. These serve the needs of geographical and thematic networking between countries and disciplines. This, in turn, contributes to the European Research Area.

The topics of the work programmes concern directly three main orientations for the forestry sector in accordance with the political resolutions agreed by the Ministerial Conference for the Protection of Forests in Europe in 2003: • strengthening synergies for sustainable forest management (resolution 1) • enhancing economic viability and competitiveness (resolution 2) • preserving and enhancing the social dialogue and cultural dimensions (resolution 3).

The IMACFORD project has improved the dialogue between the scientific community and the end-users at the European and regional levels. For the future, this is a central role and mission of the project network, which continues. International Symposium THE EVALUATION OF FOREST POLICIES AND PROGRAMMES Epinal, Vosges, France 27 June – 3 July 2004 Since several years, the international dialogue on forests has changed the processes in forest policy and planning in many countries. At national and regional levels, forestry programmes are being set up, based on participatory procedures (negotiation, partnership with stakeholders) and sometimes linked with other sectors and defined at various territory levels. Consequently and in the meantime, the methods and approaches for analysing and evaluating such policies and programmes are evolving also. The objective of the International Symposium is: - to discuss among scientists and practitioners involved in the analysis and evaluation of policies and programmes, the present state of the art of methodological tools and issues, - to enhance research and networking with decision makers for a better monitoring of programmes based on concrete experiences. The structure of the international symposium will include: - some basic presentations by senior specialists of the state of the art from the theoretical and empirical viewpoint (with discussions): new approaches to evaluation and forest policy analysis, economic evaluation of forest utilities, new formal and institutional procedures, contribution of policy analysis and socio-economic research to various stages of national forest programme processes; - communications from participants based on concrete case studies to be discussed; - one-day field trip devoted to a discussion on the French Storm Plan for reconstitution of the forests after the storms of December 1999. Transformation to Continuous Cover Forestry in a Changing Environment: Consequences, Methods, Scenarios, Analyses 4th – 7th September 2004, Bangor, Wales as part of the Annual Conference of the European Forest Institute Background and objectives Forest decline and the certification debate have stimulated greater public involvement favouring environmentally-friendly forest management. We are also observing significant environmental and social changes, growing investments in forestry-related amenity and recreation, and dramatic advances in information technology. What are the potential pitfalls and solutions provided by nearnatural, continuous cover forestry? What are the consequences of a large-scale introduction of continuous cover management types and how do they relate to changing forestry objectives and societies’ needs? Awards & Grants Tim Peck Young Scientist Award 1. The criteria for the nomination and selection are: a.

The award will be made to a young scientist who has made or is making a significant contribution to research on the field of forestry and forest industries;

b.

The research can be an EFI project or part of one and should be aimed at an EFI priority. The nominee should be working at Joensuu or at Regional Project Centre or with a partner institution involved in a project together with EFI. Also, nominees working at an EFI member institution on a project relevant to EFI’s mission are eligible;

c.

The design and execution of the project should clearly show that the nominee has taken into account the target information users’ needs and how to meet them and the way in which the results should be applied;

d.

The definition of ‘young’ can be reasonably flexible, but the nominee should be climbing the research ladder and not yet near the top.

2. Invitations to make nominations will be circulated widely by the EFI secretariat in the spring of each year, e.g. through internet to EFI Members and participants in EFI projects, EFI News, etc. 3. Nominations may be made by representatives of EFI members, research colleagues (not necessarily involved in the same EFI project as the nominee) or members of the secretariat. They should be submitted to the Director of EFI by 30 April, using a form and instructions from the EFI website. 4. Nominations will be assessed by the SAB, which will provide a list of not more than three names, ranked in order of preference. The Director, in consultation with the EFI Board Chairman, will make the final proposal for the decision to the Board of the Foundation by the end of July. 5. The winner of the award will be announced at the Conference. If possible he/ she should be present to accept the award and be given time to present his/her work to the Conference. 6. The fund will be administered by the European Forest Research Foundation. 7. The amount of the annual award will be Euro 1,000. Grant of the Foundation for European Forest Research The Foundation for European Forest Research will give out a Research Grant of 5,000 EUR for a senior forest researcher for independent research work (minimum 1 month) at European Forest Institute (EFI) headquarters in Joensuu. The topic of the research work should fit in EFI priority areas in research: (i) forest ecology and management (ii) forest products markets and socio-economics (iii) policy analysis and (iv) forest resources and information. More information on the research priorities is available at EFI’s website at www.efi.fi/research/. The selection criteria are the applicant’s previous merits in research and the research plan’s scientific quality and relevance to EFI’s scope and activities.
