Patent literature is a central part of technical information. the value of which is not sufficiently perceived by trade and industry. Patent documents are quite detailed and application oriented. they cover even very specialized products and processes. and are therefore adapted to the needs of small and medium sized enterprises in a particular way. Nevertheless. it is not sufficient to inform the public of the advantages of patent literature without offering a concrete service. For this purpose. a user-friendly information service comprising technical information searches and statistical analyses was developed in a pilot project. By systematic public relations activities. a lot of small and medium stzed enterprises even in poorly structured regionscould be reached. thuseffectively supporting their R&D activities. Because of the great success of the pilot project and a lively response of companies and industrial associations, a supraregional distribution of the concept in the whole Federal Republic was started.
The history of efforts to encourage technology transfer from universities in the U.S.A. are reviewed. The damaging effect which govcmment policy of claiming the intcllcctual property rights of all inventions which had been fully or partly funded by state finance is described. The Patent and Trademark Law Amendment Act (PL96-517) of 1980 reversed this policy. allowing universities to retain the rights of their inventions. This has given a major impetus to technology transfer. Other impediments to transfer of technology. such as university or company policies. the non-tnventcd-here attitude of companies and the ‘ivory tower’ aloofness of some universities arc discussed and the importance of ncgottation of adequate protection of intellectual property rights in drawing up contracts between university and industry is cmphasizcd.

The article describes the difficulties which afflicted the Italian Patent Office in the mid-1980s, the steps taken to deal with the backlogs which built up, and proposals to improve the services which the office provides, particularly in respect of patent information.
The article describes the production of a IO-year plan for the automation of the Canadian Patent Office. Starting in IYX6 the plan allotted 2 years to an operational planning stage, which determined the feasibility of patent automation and planned its implementation. The plan includes four phases over the years 1989-l9Y6 covering an operational planning phase. a core system establishment phase for limited databases and workstations. enlargement of the core system to encompass all office internal systems, and finally establishment of the full system including arrangements for the wide dissemination of patent information throughout Canada. The system will include examiner search and support. workflow processing, backfile conversion. management support and dissemination of information.

The main reason for creating it was a total lack of patent mformation services in the country. It’s development, the main points of when. why and how new services were introduced are discussed. The article describes the basic features of the host service EPOQUE developed by the EPO in association with an international consortium. The system is a user-friendly dcvicc enabling search examiners to interrogate the EPO’s own internal databases. the INPADOCpatent family and legal status databases. Derwent WPI and WPIL databases and the U.S. and Japanese Patent Office databases. Apart from the EPO staff. national Offices of member states will also have access to EPOQUE and will be allowed to make it available through their libraries to their public.
The author submits that there is a need for much greater usc of monographs and similar general reviews of the state-of-the-art in specific subject areas to assist scientists and other non-specialist searchers to understand what is happening in their speciality and assist innovation in that area. He argues that such a system will greatly enhance the value and dissemination of patent information.
