Mr. Charles Day in the chair. Present, forty-eight members and visitors. The chairman introduced Mr. Axel Welin, A. I. N. A., London, England, who described and illustrated with the aid of lantern pictures, a series of inventions in connection with the operation of life boats on shipboard. The President presented the following report of the Board of Managers covering the operations of the Institute for the year 19o7: Members of the Franklin Institute: The Board of Managers has briefly to report that the work of the Insti-

tute was conducted during the year 19o7 very much in the usual successful manner. A year ago the B o a r d r e p o r t e d progress in the work of the Franklin Fund and Building Committee, in its efforts to secure for the Institute a n e w home in a , n o r e desirable location, and with improved facilities. The B o a r d is pleasel to be able to now r e p o r t f u r t h e r that it has subscriptions for a n a m o u n t sufficient for the erection of a n e w building, b e t t e r s u i t e d t o the work of the Institute than is the old house, and much more advantageously located. I t h a s not, however, subscriptions t o a sufficient a m o u n t to insure the erection of a building which would be not only suitable to the work of the Institute, but would be architecturally an appropriate m e m o r i a l to Benjamin Franklin. The work of securing contributions is therefore b e i n g continued. T h e B o a r d is unable, just at present, to make the usual a n n u a l financial statement, because of unavoidable delay in securing a n audit of the Institute's affairs. The B o a r d will r e p o r t to you at the earliest possible d a t e , o n the financial condition of the Institute. The various Committees of the Institute have performed t h e i r duties in the usual satisfactory manner. The Committee on Science and the Arts h a s awarded six Elliott Cresson Medals, h a s recommended the award of five J o h n S c o t t L e g a c y Pre,miums and Medals, and two Ed~ ard L o n g s t r e t h Medals of Merit, for meritorious inventions. The L i b r a r y Committee reports the a d d i t i o n to the L i b r a r y of lOO5 b o u n d v o l u m e s and 324 unbound volumes, representing a valuable addition to the Institute Library. The Sections have exhibited the customary activity during the past year, and the Journal t h e r e b y h a s been enriched by the publication of many important technical communications. W e r e c o r d with special gratification the award during the past y e a r of the B o y d e n Premium to a d e s e r v i n g and talented Philadelphia scientist, Dr. Paul R. H e y l . for his m o s t ingenious determination of the velocity of transmission of the ~ays of the ultra-violet portion of the spectrt~m. The School Work of the Institute h a s been continued with success. The number of pupils in the S p r i n g Term of the s e v e r a l schools was 163, and in the W i n t e r Term I94, m a k i n g a total of 357. The Committee on Election and Resignation of M e m b e r s reports the election of sixty-nine m e m b e r s during the year 19o7. I n conclusion, the B o a r d congratulates you that a n o t h e r year of useful lif.' h a s been added to the honorable r e c o r d of our venerable institution. The value of the work of Franklin Institute is appreciated highly and p r o p erly by our fellow citizens, as well as by the scientific men of the world. This has been again made apparent by the i n t e r e s t shown in our p r o j e c t for securing improved opportunities and appliances for useful w o r k ; and should encourage us to a new resolution that our Institute shall c o n t i n u e t o be increasingly w o r t h y t o bear the name of Benjamin Franklin.

PHILADELPHIA, Jan. 15, 19o8. The r e p o r t was accepted. The p a p e r of the evening was r e a d by Mr. Patrick B. Delany, of East O r a n g e , N. J., on the "Telepost." The :~peaker described an interesting development of his s y s t e m of rapid automatic telegraphy, by which it could be applied advantageously to the postal service. The systeqm was exhibited in operation by a completely installed outfit of the a p p a r a t u s employed, and the details were described with the aid of lantern photographs. The subject was freely discussed. At the close of the discussion the invention was referred to the Committee on Science and the Arts for investigation and report. The s p e a k e r received a vote of thanks for his interesting communication, which was referred to the Committee on Publications. The Tellers of the A n n u a l Election presented t h e i r report, which was accepted and the thanks of the m e e t i n g were t e n d e r e d to them for their services.
