Additions to membership since last report, seven. The Secretary reported the resignations of Messrs. Francis LeClere and J. H. Eastwick as members of the Committee on Science and the Arts, An election was ordered to fill the vacancies, and resulted in the choice o f ~ Mr. Reuben Haines to fill the unexpired term of Mr. Eastwick; and of Mr. Arthur Church, for the unexpired term of Mr. LeClere. Lloyd \Viegand presented a description, with illustrations, o f t h e I l a m m o n d lypewriter, e m b o d y i n g the results of the examination of t h i s instrument by the Committee on Science a n d the Arts. At the conclusion of his remarks, Mr. Edw. j. M:~nning, a n expert o p e r a tot, gave a r e m a r k a b l e (temonstration of the celerity with which the i n s t r u m e n t could be worked. T a k i n g a g i v e n s e n t e n c e of ten words, h e s u c c e e d e d , il~ four successive trials (each of one m i u u t e ' s duration, accurately t i m e d ) , i n writing, respectively, J 3o, t6o, x7o, a n d 17o words. Mr. W. N. J e n n i n g s exhibited an intercsting suite of photographs of v i e w s t a k e n by himself in a recent visit to Chinatown, in San Francisco, Cal. T h e Secretary's report was omitted, on account of the lateness of t h e , hour. T h e Secretary m a d e m e n t i o n of the fact that 1)r. l'ersifor i"razer, P r o f e s sor of Chemistry in the Institute, h a d received the decoration of the P a l m . s ,>f the A c a d e m y as Officer of Public Instruction, from the G o v e r n m e n t o f Krance. Mr. (;. M. Eldridge offered the following preamble a n d resolutions, w h i c h , on being put to vote, were adopted without dissent, viz: Wm,;t<1,;AS, An act to increase the efficiency and reduce the e x p e n s e s o f the Signal Corps of the A r m y , a n d to transfer the W e a t h e r Service to t h e D e p a r t m e n t ot Agriculture has b e c o m e a law ; and, Wm~.Rl':as, The high s t a n d a r d a n d efficiency of the P e n n s y l v a n i a S t a t e W e a t h e r Service, u n d e r the direction of the Meteorological C o m m i t t e e o f F r a n k l i n Institute, is largely due to the aid received from the Signal S e r v i c e of the Army ; therefore,

T o w n s e n d for his energy a n d zeal in carrying o u t i h e instructions and wishes of the Meteorological Committee ; A n d to the Corps of Observers and D i s p l a y m e n who have freely c o n t r i b u t e d their labors i:,. bringing the Service to its present high s t a n d a r d . . A n d be it further,

Resolved, T h a t in the reorganization of tire W e a t h e r Bureau it is t h e h o p e of the F r a n k l i n Institute that the State Service m a y continue to r e c e i v e t h e same substantial aid as in the past, in order that it m a y prove a still m o r e important auxiliary to the work of the National W e a t h e r Bureau.
