PROPOSED AMENDMENTS TO AORN BYLAWS These proposed amendments to the Bylaws, prepared b y the National Bylaws Committee in consultation with qualified parliamentarians, will be brought before the House of Delegates at the Fifteenth A n n u l Congress in Boston. T h e proposed amendments deal with Article V I I I , Section 3, regarding credentials, and Article X , regarding the collection of dues. Both the current Bylaws and the proposed amendments are printed side b y side, with the proposed amendments appearing i n the tinted areas. A discussion of the reasons for the proposed amendment on collection of dues and the advantages it oflers to the mernbership follows in detailed outline. T h e Bylaws Committee presents this data in detail here in order that every member will have an opportunity to review, study and weigh the changes suggested and the advantages contemplated. W e ask y o u t o seriously examine these a m e n d m e d s and to be prepared to instruct your delegates to act at the Congress. ARTICLE VIII (current) Section 3. Credentials
No delegate shall be seated in the House of Delegates until his or her credentials have been approved by the Credentials Committee. Information pertinent to each delegate from local AORN chapters must be in national headquarters office at least thirty (30) days prior to the Annual Congress.

AH'I'1CI.E VlIl IAmendment) Section 5. Credentials The president of each local AOHN c-hapter shall send a list of delegates and alternate delegates for the Annual Congress to national headquarters. All pertinent data pertaining to each delegate and alternate delegate shall be included with the list and shall be postmarked no later than six 16) weeks prececling the Congress. No delegate shall be seated in the House of Delegates until his or her credentials have been approved b y the Credentials Comm ittee.

ARTICLE X (current) Dues B. Dues of chapter members shall be collected by the treasurer of each local AORN chapter and forwarded to national headquarters by July first of each year.
ARI'ICLE X (Amendment) Dues R. Chapter Jlues: 1, Sixty ( 6 0 ) days prior to the member's renewal date an annual dues bill for local and national dues shall be sent to each member from national headquarters, and a copy of the bill shall be sent to the local treasurer. The member shall complete the form and return it together with local and national dues to national headquarters. When the dues are received at headquarters the form will be processed, a membership card sent to the members, and a check for the amount, of local dues and a payment advice receipt forwarded to the local treasurer. If the renewal form has not been received at headquarters within thirty ( 3 0 ) days from the date of the first notice, a second and final notice shall he sent to the member and a copy to the local treasurer. 2. Membership application forms for new members shall be sent annually, and as may be needed, to the local treasurer from national headquarters. The completed membership application shall be initialed by the local treasurer and forwarded by her with the member's local and national dues to national headquarters. After the application has been processed by national headquarters, a membership card will be sent to the member, and section #2 of the application and a check for the amount of local dues shall he returned from national headquarters to the local treasurer for chapter records.

DISCUSSION OF PROPOSED AMENDMENT ON COLLECTION OF DUES 1. At the present time the membership year is the same as the fiscal year which ends annually on June 30th and the membership year automatically terminates on that date unless renewals have been received in national headquarters by that time. By adopting the proposed amendment, membership will be Valid for twelve (12) full months regardless of the date of becoming a member or renewing membership. 2. This will permit new applicants to join at any time during the year and enjoy all the benefits for a full year with the assurance of receiving the AORN Journal monthly without interruption. 3. By accepting renewals and new members throughout the year the need for additional office staff at any one time for processing receipts will be eliminated. When renewals all come due on July First it is impossible for the regular office staff to process the receipts. Therefore, additional staff has been necessary at this peak period. 4. This will permit headquarters to anticipate the required number of Journals in any given month. There have been times during the summer months when an insufficient number of Journals was ordered and other times when many were left over at a total cost loss to AORN. 5. A renewal notice stating the amount of local and national dues will be sent from national headquarters to each member sixty (60) days prior to renewal date. If the member has not renewed within thirty (30) days
a second and final notice will be sent. A copy of renewal notices will be sent to the local treasurer as well as a payment advice receipt when the member renews her membership. 6. The local chapter treasurer also will be notified if the member does not renew and must be dropped from the roster. 7. The various reasons for delayed membership renewal, such as, summer recess of chapter meetings, members unable to attend meetings, or vacations of members and chapter treasurers will be eliminated since each member will be notified directly from headquarters of the local and national dues and the renewal date. By renewing in this manner the member is assured of an uninterrupted Journal subscription. 8. With national headquarters processing both local and national dues, the work load of the local treasurer will be lessened. One important responsibility, though, is to notify national headquarters of any change in local chapter dues. National headquarters will keep local chapters informed of the status of every member. All local chapter dues will be returned to the local treasurer as soon as the checks and forms are processed. 9. BLy using a permanent roster card for each member and a consecutive numbering device, national headquarters can maintain accurate statistics on the categories of membership of the entire AORN organization which has never been possible before. This provides the basis for maximum membership benefits and accurate record keeping on both the local and national levels.
