When it first appeared. this hook received favourable mention in these pages. That the praise given to !\I r. Samson and his book and his suggestions was deserved is shown by the fact that in less than six yea rs it has reached a third edition. In view of the Important changes that have taken place in proceedings in the l\-lanagement and Administration Department at the Royal Courts of Justice (formerly known as the office of the Master in Lunacy), and the annulling of the existing " rules in lunacy," it is a most valuable reference work for members of the legal profession,

though conceivably on occasion it may be found us eful to med ic..1 practiti oners also, particular ly perhaps those e ngaged in institutional work.

This book consists of ten lectures delivered as a university course by Mr. Lloyd Parry, a former Town Clerk of Exeter. The principal local government services as administered in this country are dealt with in turn, the history of the development of these services being traced and their future development discussed. A comparison is also made with types of local government abroad. The anticipation of the author and his publishers was that the lectures would prove informative and of great interest to persons interested in the study of citizenship. It is impossible that the book could fail to prove acceptable to those for whom it was intended. At the same time, however, it will be found attractive reading by health and other municipal workers. Conceivably also it may prove informative to them. It is not an expensive book, and is well worth having and reading.

SIR ARTHUR NEWSIIOLME is publishing the first volume of his memoirs with Messrs. George Allen and Unwin, Ltd., on April 9th. This will be entitled" Fifty Years in Public Health," and it relates to his personal experiences in connection with public health up to the year 1908. These reminiscences differ from most of their kind in that, except in the first two chapters, they hardly touch upon the author's private life. He has written a history of the growth of public health which, consisting largely of personal experiences, gives a wide view of the progress made in the last 50 years. It deals first with public health as seen from the view-point of private medical practice and then through the eyes of a medical officer of health . It provides a valuable contribution to the history of public health and preventive medicine during a period in which phenomenal advances have been made.
