PATENTS Refreshing cream foundation in gel form US Patent 8,663,667 was granted on 4 Mar 2014 to L’Oréal for a composition that consists of a sugar silicone surfactant, a polyamine, a hyperbranched polyol, gelling agent, a minimum of one polar modified polymer, a colorant and water. Lactobionolactonesiloxane, gluconamidoethylaminopropylsilicone or a mixture are the favoured sugar silicone surfactants and account for around 1-10% of the total composition. Propylene or ethylene maleic anhydride copolymers are the favoured polar modified polymers and account for around 5-15% by weight of the total composition. Suitable polyamine compounds, which account for around 0.5-5% by weight of the total composition, are chitosan and polyvinylamine/formamide. Polysaccharides such as hydroxyethylcelluloses, quaternized celluloses and cetyl hydroxyethyl cellulose are the ideal thickening agents and represent 1-4% of the total composition. Optionally, the composition can also contain volatile hydrocarbons, cyclic siloxanes and pigments. The composition can be used for applications that need a waterproof film that is easily spread, stable and can contain insoluble ingredients. Patent/technology review: biosurfactants Germany-based Evonik Industries AG has received patent application approval (US20140349902) for its APRIL 2015

Compositions for delivering perfume to the skin US Patent 8,895,041 has been granted to Procter & Gamble Co on 25 Nov 2014 for a cleansing composition that contains at least 5% of a surfactant, around 25% water and a cyclodextrin complex containing perfume. Sodium trideceth sulfate with two moles of ethoxylation is the preferred surfactant. Zinc pyrithione and a secondary surfactant such as cocamidopropyl betaine may also be included in the final composition. An associative polymer such as acrylates/C10-30 alkyl acrylates crosspolymer can improve the stability of the composition. Deposition of the cyclodextrin/fragrance is aided by an organic cationic polymer such as polyquaternium-10 or guar hydroxypropyltrimonium chloride. SPF liquid cleansing compositions US Patent 8,877,166 has been granted to Cockerell Dermatology Development Ltd on 4 Nov 2014 for a facial or body wash composition that provides sun protection factor of at least around six. The composition contains red petrolatum, at least one metal oxide sunscreen and at least one organic sunscreen agent (octocrylene). At least one lathering anionic surfactant, at least one lathering nonionic surfactant, a volatile cyclic silicone and an alkyl silicone (preferably C30-45 alkyl methicone or phenyl isopropyl dimethicone) are also included in the composition. Micronized titanium dioxide surface-treated with triethoxycaprylylsilane and micronized zinc oxide surface-treated with an alkoxycaprylylsilane are the preferred

metal oxide sunscreens. The composition preferably contains sodium laureth sulfate at a concentration of around 10-15%, ammonium lauryl sulfate at around 510% concentration and decyl glucoside at around 7.5-8.5%. Steareth-21 is the preferred nonlathering nonionic surfactant. The addition of up to 5% of a sodium acrylates copolymer will improve the composition’s stability. LEGISLATION A new year and new regulatory challenges Effective 1 Jun 2015, Europe’s classification, labelling and packaging (CLP) regulation EC No 1272/2008 will be extended from substances to mixtures, including household products such as detergents and cleaners. These products will have new pictograms, hazard statements, signal words and precautionary statements. For mixtures that are already on the market and labelled to DPD (Dangerous Preparations Directive), a two-year grace period applies. CLP also presents new classification thresholds. Companies facing higher classification requirements may choose to conduct new in vitro studies or use connecting principles to studies on comparable formulations where actual data shows that certain hazard criteria are not applicable. Another legislative development to take effect in 2015 is the amended Biocidal Products Regulation (BPR). Starting 1 Sep 2015, BPR will cover biocidal products, such as insecticides, disinfectants and preservatives. Under the amended BPR, all biocidal products introduced into the European market must be based on active substances that are included in an approved supplier list published by ECHA. The list will automatically include active substance producers who have been involved in supporting their products through the EU biocides review programme, or who 5
