Abstract-The bibliography lists reference sources and mentions if states have depository arrangements and make their publications available in microformat. Such information is useful for developing collections of reference sources and for identifying reference concepts applicable to other states.

encounter problems associated with of state publications have increased dramatically in the twentieth century, many ephemeral, superseded, seldom used and non-used publications are still found within their collections. Because of this, many libraries ought to identify the more frequently needed sources and to rely on resource-sharing or other means for drawing upon lesser used materials. It seems that use centers within a few types of publications and that many users draw upon recently published information, that issued primarily within the past 3 years.* Libraries needing access to statistical information might rely on such sources as the proposed Statistical Reference Index (Congressional Information Service, 1980- ) and companion microform collections. To supplement their holdings for other states, they might also acquire from the following list of general reference sources. The bibliography includes blue books or manuals, current and retrospective checklists,+ state statistical abstracts, industrial or manufacturing directories, Federal Writer’s Project guides of the New Deal era and any in-print revisions, and other pertinent sources. It also suggests if states have depository arrangements for their publications* Libraries

tThe bibliography also contains retrospective checklists and sources in addition to the current checklist, which list state publications. Major studies of retrospective publications include such writings as: R.R. Bowker’s State Publications (4 vols., 1899-1908), Adelaide R. Hasse’s Index of Economic Mate&l in Documents of the States of the United States (1907-1922), A.F. Kuhlman’s “The Need for a Comprehensive Check-List Bibliography of American State Publications” (The Library Quarterly, January 1935, pp. 31-58), Jerome Wilcox’sManualon the Use of State Publications (ALA, 1940), James B. Childs’ “ Bibliographic Control of Federal, State, and Local Documents” (Library Trends, July 1966, pp. 6-26), and George T. Tanselle’s Guide to the Study of United States Imprints (Belknap: Harvard Univ. Press, 1971, 2 ~01s.). Whenever pertinent for additional sources, there are references in the text to Childs, Wilcox, or Tanselle. One final source merits mention. It is Gerald J. Giefer’s and David K. Todd’s Water Publications of State Agencies (Port Washington and Huntington, NY: Water Information Center, 1972 and 1976). *For more detailed information about depository arrangements for many states, see: American Library Association. Government Documents Round Table. State and Local Documents Task Force. State Publications: Depository Distribution and Bibliographical Programs. By Margaret Lane. Part 1, June 1979. This source also addresses which libraries in the state have the definitive, official collection.

and if they have microformed publications. Additional reference material can be found in Sumner N. Levine’s I979 Dow Jones-Zrwin Business Almanac (Homewood, Ill.: Dow-Jones-Irwin, 1979). This book contains a section entitled “State Information Guide,” which lists some industrial and business directories omitted from this bibliography. In some cases, addresses for state agencies have been excluded. However, they can be found in such standard sources as the American Library Directory (Bowker, 1923- ), State Administrative Officials Classified by Functions (Council of State Governments, 1977), The National Directory of State Agencies, 2978-79 (Washington: Information Resources Press, 1978), and 1978 Directory of Government Document Collections and Librarians (2nd ed, Washington: CIS, 1978). Like its predecessors,* this bibliography is selective and documents trends and developments. For example, it includes directories for data base resources, the statistical output of a state, and the source material needed for tracing legislative histories. The extent of change since my last revision of the bibliography (in 1974) underscores the need for periodic state-of-the art assessments.t Data were gathered during the spring and early summer of 1979. My sincere gratitude is expressed to those people in the various states who offered suggestions and who verified information. ALABAMA The state does not issue an annual blue book, but the Alabama Official and Statistical Register, which is published by the Alabama Department of Archives and History every four years, is a compilation of statistical and factual information. The latest edition is 1975. In 1977 the Department of Archives and History issued the first Checklist of Akzbama State Publications, 1973. Work is progressing on updating this publication. For a listing of current publications, consult the Library of Congress’s Monthly Checklist of State Publications. For retrospective documents there are: Bowker’s State Publications (1908), Rhoda C. Ellison’s A Check List of Alabama Imprints, Z807-1870 (University of Alabama Press, 1946), and Thomas M. Owen’s “A Bibliography of Alabama” (In: Annual Report of the American Historical Association for the Year 1897. Washington, GPO, 1898, pp. 777-1248). Parish, State Government Reference Publications (Littleton, CO: Libraries Unlimited, 1974). To be most effective, such guides need to be updated on a regular basis.

The proposed 1979 issue has a totally different scope. The I947 edition of the WPA guide is available from Somerset. Rand McNally has published a more current guide, Illinois Guide and Gazatteer (1969). There is a depository system for state documents, and all materials identified as Illinois documents are fully cataloged and data are added to the OCLC system. The microforming program for Illinois has been highly selective in materials chosen. Initially, study materials for the 1969 Constitutional Convention were filmed on 16 mm and inserted into jackets. Another early project was the filming of all the “wheel books” of automobile license registration. Presently, the microform program concentrates on two areas: (1) the obscure or fugitive older publications and (2) provision of as comprehensive, current coverage of legislative materials as possible. All filed bills, extant, from 1879- have been filmed through the end of the 1977/78 biennium. There is a microform copy of all floor debate from both chambers of the Illinois General Assembly from October 197 lINDIANA There is no official bluebook, but Here Is Your Indiana Government (1977/78) costs $2 from the State Chamber of Commerce (201 Board of Trade Bldg., Indianapolis 46204). The 1976 revision of the Kansas documents law provided for the establishment of state depository libraries and the publication of an official documents catalog. The law also specified that the State Library (3rd. Floor, State Capitol, Topeka 66612) would implement and administer the depository system. The State Library designates two categories of depository collections, complete and selective. The Stare Documents of Kansas Handbook discusses the depository library system and the role of the State Library. It is interesting to note on page III-6 of the Handbook that: . . . because both the State Library and the State Historical Society maintain permanent collections of state agency publications, it is felt that depository libraries need not act as archival collections. Therefore, superseded publications, and editions of publications that have subsequently been revised, and hard copy of publications for which microform copy has been secured may be disposed of at the discretion of the individual depository. The disposal of all other publications must be approved by the State Librarian. In addition to the Handbook, the State Library has “Agency Symbols and Numbers of Kansas State Documents” (revised April 1979). The State Library enters Kansas documents into the OCLC system and produces the quarterly State Documents of Kansas Catalog ($8 per year) from the tapes. “The index cumulates over each year, so the final index to each volume will be an index to that entire year. As supplements, a list of government authors, and a cumulative serials list will be published each year.” In addition to the Catalog, the State Library “will also generate a shipping list from the monthly OCLC tapes.” Kansas Directory, an annual publication as of 197 1, was previously issued biennially in the fall of odd-numbered years. It is available from the Secretary of State, State House, Topeka 66612. He also offered Kansas Biennial Reports (the latest is 1976) which included comprehensive listings of state publications but it came out a’ year or so after the end of the biennium, which meant that some of the documents listed were 3 years old by the time they got listed. By this time many were out-of-print. Prior to the Catalog, the State Library published three times per year Checklist of Official Publications of the State of Kansas Received. It began in 1953. In 1965 volume one of

The WPA guide of 1949 has not been revised; reprint of 1939 edition by Somerset. KENTUCKY By law, state agencies must deposit three copies of their publications with the Div. of Archives and Records Management. These publications are then listed in monthly and annual checklists and are microfilmed at the end of the year. The most recent edition of the annual Checklist of Kentucky State Publications is for 1977 publications; availabie free from Publications Analyst, State Archives and Records Service, Kentucky Dept. of Library and Archives, 851 E. In addition, a monthly checklist is published jointly by the Dept. of Library and Archives and the Univ. of Kentucky Libraries. It began in April 1973. The Archives and Records Service hopes to resume work on Checklist of State Publications, 1905-1962. “After some ground work was done several years ago, nothing was done for a few years due to a lack of proper staff and finances. ” Publications are listed in Adelaide Hasse’s Index of Economic Material in Documents of the States of the United States: Kentucky, 1792-l 904 (1910), Kentucky Session Laws, Legislative Journals, Collected Documents Checklist Revised to November 1954 (Univ. of Kentucky Libraries, 1954), Supplementary Check List of Kentucky Imprints 1788-1820 (J.W.
