" The Society has obtained the support of the National Association of Local Government Officers, and of the Sanitary Inspectors' Association, who are making similar recommendations to the Committee, and doubtless other associations of Municipal Officers wiil support the movement.
Committee on Vaccination. H E Departmental Committee on Vaccination, recently appointed lay the Ministry of Health, have decided to undertake during the next twelve months an investigation of all cases in which the occurrence of acute disease of the central nervous system, e.g., meningitis of any kind and origin, encephalitis, polioencephalitis, has been " post vaccinal,,' in the sense that the first symptoms have occurred within four weeks of vaccination. In connection with this inquiry, the hope is expressed b y Sir George Newman that Medical Officers of Health will use their good offices to facilitate the object of the Committee by reporting any cases they may meet w i t h , a n d b y co-operating with local practitioners who may ask for assistance in diagnosis, supervision, or recording. Supervision ot Smallpox Contacts. N a Circular (No. 698) dated May 10th, I 1926, with regard to this matter, the Minister of Health directs attention t o Memorandum 71a, Med., of November, 1922, on the subject of Smallpox, and reminds Local Authorities of the opinion expressed therein that, save in exceptional cases, it is unnecessary for persons who have been in contact with a case of smallpox to abstain from following their usual occupations. This reminder is issued apropos the occurrence of certain cases in which Local Authorities have been called upon to pay compensation to individuals who have been quarantined in their own homes, and ordered to refrain from continuing their employment. The Minister points out that there is no legal authority for such payments, and makes it

clear t h a t h e will not sanction them under the Local Authorities (Expenses) Act, 1887, in a case in which he was advised that the steps taken by the Authority were not necessary for the protection of the public health. *

Sanitary Officers" Order, 1926. e'~HE Sanitary Officers' Order of 1926, in . 1 . the main follows the lines of its predecessors so far as the Medical Officer of Health is concerned, though in regard to qualification, room is left for waiving of the requirement by the introduction of an Article (21) empowering the Minister to adopt this course in regard to any of the requirements of the Order in any case in which it appears to him desirable so to do. In the circular (No. 701) accompanying the Order, the reference to this matter is more extended, and an attempt is made to define the kind of case in which the power of dispensing with the requirement may be made use of. The example chosen is that of small districts, where, it is pointed out, it is not always possible for the Authority to obtain the services of an officer qualified in accordance with Article 5. In such cases the Minister may exercise his power of waiver, but only if he is satisfied that every endeavour has been made to find a properly qualified officer, and it is clearly shown that the Authority were not able to comply with the provisions Of the Article. Much more of t h e Order is devoted to the Sanitary Inspector, his qualifications, appointment, and duties, and it is interesting to note that the aim is to secure as far as possible that entry shall be limited to the portal provided by the new Joint Board. The fact that provision is made to enable a qualified veterinary surgeon employed for purposes connected with the inspection of meat to be appointed as a Sanitary Inspector for the purposes of exercising the powers and duties of such an officer in relation to meat, even though he possesses no qualifying certificate, may be mentioned. That the Minister favours formal agreements as between officers and authorities may be noted.
